KIEV, April 5. /TASS/. Prime Minister of Ukraine’s shadow government Boris Kolesnikov said on Sunday his cabinet has a programme of actions, the key provision of which is establishing peace in the country.
"The first and foremost thing is peace. There will be no stability without peace," he told the Inter television channel. "Peace solves at least two problems. The most important of them - people will stop to be killed. Both civilian population of the southeastern regions and Ukrainian servicemen. This is what matters most of all. We will launch Donbass. People will be paid wages, retirement benefits, people will have taxes and export proceeds, which will stabilize the hryvnia exchange rate, and very quickly."
Another challenges, according to Kolesnikov, was "constitutional backing of peace initiatives." "It is a short-term task. The main task is to move power closer to people, to give it to people. To take authorities from the centre and give them to all Ukrainian regions. If Donbass now needs anything for the sake of peace, it means it should have it. But this is only one step. All regions should enjoy equal authority. This is the only thing that may curb corruption," he said, adding that an immediate task was to get rid of unnecessary spending on power structures.
The shadow prime minister said he was in favour of open markets. "Open for the entire world. The European Union’s quotas - everyone wants European living standards. But the European Union was working to achieve such living standards from 1948-1949 to the mid-1980s. Taxes were at their minimum, they had a common market as a response to the council of economic mutual assistance of socialist countries. And all markets were open. All markets should be open - both of the European Union and the Customs Union, and of North America and Southeast Asia," Kolesnikov said.
