The Department of Homeland Security along with the Federal Law Enforcement Training Centers provide regular advanced trainings called Active Shooter Threat Instructor Training Program.
One of such has been conducted in Charleston exactly the day infamous mass shooting took place at Emanuel African Methodist Episcopal Church on June, 17.
The tragedy took lives of 9 people, including the senior pastor and state senator. The Federal Bureau of Investigation considers it as a hate crime.
