Russian Army to Deploy Three More Iskander Missile Brigades by 2016

MOSCOW, October 1 (RIA Novosti) - The Russian army will bring the number of brigades armed with Iskander-M theater ballistic missile systems to seven by 2016, Commander-in-Chief of the Land Force, Col.Gen. Oleg Salyukov, said Wednesday.


“There are four Iskander-M brigades in service with the army,” Salyukov told reporters.


“One more brigade in the Central Military District will be equipped with Iskander systems by the end of 2014, while the Southern and Eastern military districts will each receive an Iskander brigade in 2015,” the general said.


The Iskander-M (SS-26 Stone) is mobile missile system equipped with two solid-propellant single-stage 9M723K1 guided missiles with "quasi-ballistic" capability.

Russia to Start Field Tests of ‘Future Soldier’ Gear in December

MOSCOW, October 1 (RIA Novosti) - Field testing of cutting-edge combat gear for Russian soldiers will begin in December, Commander-in-Chief of the Russian Land Force, Col. Gen. Oleg Salyukov, said Wednesday.


“The Ratnik combat kit is currently undergoing the final stage of state trials. In December, field tests will begin in units of the Ground Forces, the Airborne Forces and the Marine Infantry of the Navy,” he said.


The Ratnik (Warrior) set is comprised of more than 40 components, including firearms, body armor and optical, communication and navigation devices, as well as life support and power supply systems.


Other nations have similar futuristic combat kits, including the US Land Warrior, Germany's IdZ, Britain's FIST, Spain's ComFut, Switzerland’s IMESS and France's FELIN.

International Sea Port in Russia’s Kaliningrad Region to Cost $214 Million

MOSCOW, October 1 (RIA Novosti) – The construction of international sea port terminal for cruise and cargo ships in Russia's Kaliningrad Region will cost 8.5 billion rubles ($214 million), according to the document published on the Russian government website Wednesday.


The construction of the port is to be fulfilled in the framework of the program "Russia's Transport System Development" for 2010-2020, in which the changes were made, in particular, in the "Construction of Port Infrastructure in the seaport of Kaliningrad" sub-program presupposes two stages of implementation.


"The first stage at the cost of 8.5 billion rubles ($214 million) involves the construction of an international passenger sea terminal with the yacht marina in the Pioneer town, Kaliningrad Region," the document reads.


The second stage, which will cost 400 million rubles ($10 million), involves construction of a deep-water port in the region.


According to the project, the construction will start in 2015 and complete by 2020.

Russians Not Cancelling Tours to Hong Kong: Tour Operators Association

MOSCOW, October 1 (RIA Novosti) -MOSCOW, October 1 (RIA Novosti) – Russian citizens are not yet cancelling their tours to Hong Kong seized with protests, Russian Association of Tour Operators said in a statement.


"There are no cancellations of tours [to Hong Kong] yet. Applications for vacation in this region are received as usual. None of the tourists has asked for an early return home," the statement read.


The statement also noted that tour operators do not regard any risk to the tourists' safety in Hong Kong.


Thousands of people have gathered on the streets of Hong Kong to take part in the Occupy Central with Love and Peace protests that began on September 26. The demonstrators are protesting against Chinese government plans to control the 2017 election in Hong Kong.


Dozens of protesters, including 17-year-old student protest leader Joshua Wong, have been detained during the demonstrations.


Hong Kong Chief Executive CY Leung stated Tuesday that "an illegal gathering" would not force Beijing to back down on political reform.

EU Failed Again to Break 'Vicious' Sanctions Circle: Russia's EU Envoy

BRUSSELS, September 30 (RIA Novosti) - The European Union has failed again to break the vicious circle of sanction mentality by refusing to lift the current sanctions against Russia over Ukraine, Russia's Ambassador to the European Union Vladimir Chizhov said Tuesday.


The European Union on Tuesday decided keep in place economic sanctions on Russia over its alleged backing of independence supporters in eastern Ukraine despite some "encouraging developments" in the situation.


"Unfortunately, it is still not happening, despite mounting signals indicating EU's attempts to look at the prospects and review the strategy of development of relations with Russia," Chizhov said, commenting on the EU decision.


"Let's see how our partners will act in the future, but at present we are not really 'inspired' by their behavior," the diplomat said, adding that the EU would most likely return to the discussion of the issue at the end of October.

Russian Sailors Prove Yaya Island Exists

MOSCOW, September 30 (RIA Novosti) - The crew of the Baltic fleet research vessel “Admiral Vladimirsky” has hunted down a small island in the East Siberian Sea Tuesday, LifeNews reports.


Amid its scientific tasks scheduled for its round-the-world expedition, the vessel had to check whether a small piece of land called Yaya actually existed.


The vessel, on its round-the-world scientific expedition, was approaching the port of Pevek to restock and refuel when the discovery was made. Scientists had studied the photos taken by the 1913 Hydrographic Expedition depicting Vasilyevsky, a glacial 15-meter high island which supposedly had melted down to the small size of Yaya.


As measured, the latter is a tiny one-meter-high island of about 500 square meters in area. A research drill showed it is constituted mainly of sand. Despite its small size, scientists predict the island will exist for many years.


At the end of 2013 a helicopter crew spotted a previously unknown island. They conducted a second flight to mark it on the map. At first, they were going to name it “Bounty” as its lagoon reminded them of the island in the well-known advertisement. But then they started arguing over who was the discoverer, ending up with each crew member saying “Ya, ya” (meaning “me” in Russian). That’s how the island’s name was born.

US Must Stay Engaged As Russia and China Stake Out Near Abroad: Deputy Defense Secretary

WASHINGTON, September 30 (RIA Novosti) - The United States must stay engaged with Russia and China as both countries define their regional interests, US Deputy Secretary of Defense Robert Work said at the Council on Foreign Relations on Tuesday.


"[Russia and China] clearly are staking out their position in their near abroad. This is one of the things we're going to have to work out over the course of the next several years, on what they consider to be areas of their vital interest," the official said.


He noted that all sides should continue to talk and engage diplomatically, however underscoring that Washington is "always hedging against the fact that we might have to respond militarily to... certainly any engagement against our allies."


Work explained that the United States has to find a way for Moscow and Beijing to feel secure.


Asked about the possibility of territorial conflicts erupting into a world war scenario, Work said, "I don't worry about World War Three," though, mentioning that the "pressing in the near abroad … could lead to miscalculation or accidents."


Following Russia's reunification with Crimea and the outburst of the Ukrainian conflict, the West has been building up militarily near the Russian border. In particular, NATO strengthened its naval presence in the Black Sea and reinforced air patrolling missions in the Baltic countries. The bloc claims the measures are designed to reaffirm the security of Eastern Europe amid allegedly aggressive foreign policy of Moscow.

Russia Halts Participation of Students in FLEX Exchange Program: US Ambassador

MOSCOW, September 30 (RIA Novosti) - Russian authorities have informed the US embassy on their decision to cancel the participation of the Russian schoolchildren in the US Future Leaders Exchange (FLEX) program, US Ambassador to Russia John F. Tefft said in a statement released on Tuesday.


“The U.S. Embassy in Moscow was informed today that the Russian Government has decided to cancel Russian participation in the 2015-2016 Future Leaders Exchange (FLEX) Program, the largest U.S.-Russian educational exchange program,” Tefft said in the statement, released on the US embassy official site.


Tefft noted, that for over two decades more than 8,000 Russian high school students have visited the United States via the FLEX program. The students stayed in the US host families, attended American high schools and got a chance to experience life of the US society.


“These young Russians have served as cultural ambassadors, representing the best of Russia, to millions of Americans throughout all 50 states,” Tefft concluded.


As for now, Rossiya Segodnya International News Agency does not yet have an official commentary from the Russian side.

S-400 Air Defense Regiment Takes up Duty in Russia's South

MOSCOW, September 30 (RIA Novosti) – The S-400 Triumf air defense missile system regiment that was deployed in the Southern Military District, has taken up combat duty near the Russian city of Krasnodar, the press service of the district reported Tuesday.


"An air defense missile system regiment of the 4th Air and Air Defense Forces Command of the Southern Military District has taken up combat duty in the Krasnodar region. It is equipped with the advanced S-400 Triumf and Pantsir-S missile systems," the press service said.


In early September, the S-400s have arrived in places of permanent deployment from the Ashuluk testing range in the Astrakhan region after having conducted live-fire training exercises.


The main goal of the regiment is to ensure air defense of the southern borders of the country, to protect industrial and energy facilities, as well as components of the armed forces and transportation lines from air and space attacks.


Three S-400 regiments are deployed near Moscow in the cities of Dmitrov, Zvenigorod and Elektrostal, while another regiment is currently being deployed. Three more regiments are deployed in the Baltic Sea region, in the port city of Nakhodka and in the Southern Military District. Soon the regiment of the topnotch Russian weapon system will also appear on the Kola Peninsula.


At present, the Air and Missile Defense Command of the Aerospace Defense Forces (AMD-ASD) defend and monitor about 1,500 kilometers of air space along the state border of the Russian Federation. They protect 260 defense facilities, which account for over 30 percent of all the defense facilities for the Armed Forces.

Kiev Intends to Cancel Agreement With Russia on Construction of Kerch Strait Bridge

KIEV, September 30 (RIA Novosti) – The Ukrainian government plans to consider Wednesday the termination of the agreement with Russia on the joint construction of transport crossing across the Kerch Strait, the statement on the Ukrainian government website said Tuesday.


"On termination of the agreement between the Ukrainian Cabinet of Ministers and the government of the Russian Federation on joint actions regarding the construction of transport crossing across the Kerch Strait," the agenda of the Cabinet meeting read.


Ukrainian Infrastructure Minister Maksym Burbak is going to report on this issue at the meeting of the Cabinet.


A bridge crossing the Kerch Strait proposed by the Russian government, is due to be constructed by 2018-2020. The project's cost can exceed 228 billion rubles ($5.9 billion). It will include a road with four lanes of traffic, as well as a two-track railway. The length of the crossing will be about 19 kilometers (11.8 miles). In September, Russian Transport Minister Maxim Sokolov reported that a single contractor for building the bridge would be chosen by the authorities in a month.

Ukrainian Energy Ministry Not Satisfied With Berlin ‘Winter Plan’ on Gas

KIEV, September 30 (RIA Novosti) – The Ukrainian Energy Ministry said Tuesday it had three reasons to object the “Winter Plan” on gas, endorsed by Russia and the European Commission during the ministerial gas meeting in Berlin last Friday.


The plan envisages that Kiev repays of $3.1 billion of its gas debt to Russia and pays in advance to Gazprom for the delivery of five billion cubic meters of gas at the price of $385 per 1,000 cubic meters, with a discount of $100. The plan, intended to reduce risks for transit of Europe-bound Russian gas via Ukraine, is to be in place until late March.


Kiev, however, rejects Russia’s offer of the $100 gas-price discount in the form of an export-duty exemption and wants the contract price to be reduced instead.


Ukraine also wants to agree the debt repayment schedule, as well as terms and schedules of future gas deliveries.


Kiev also insists on amending the current gas contract with Russia in order to formally authorize the reverse deliveries of Russian gas to Ukraine from Europe.

Ukrainian Energy Ministry Says Russia Made No Acceptable Proposals on Gas at Talks

KIEV, September 30 (RIA Novosti) – The Ukrainian Energy Ministry said Tuesday it had received no “acceptable proposals” from Russia during last week's gas talks with Moscow and the European Commission.


During the three-party talks in Berlin last Friday, Russia and the European Commission voiced their support for the “Winter Plan,” a package of measures to be in place until late March and intended to reduce risks for transit of Europe-bound Russian gas via Ukraine.


“During the talks that took place on September 26, the Ukrainian side received no acceptable proposals from Russia on this package. Experts of [state oil and gas company] Naftogaz of Ukraine and the Ministry of Energy and Coal Industry are currently studying protocols of proposals sent by the European Commission in the wake of the September 26 talks,” the ministry said in a statement.

Russia’s Largest Arms Manufacturer Relies Primarily on Domestic Technology: CEO

KRASNOARMEYSK, September 30 (RIA Novosti) - Some 90 percent of equipment and materials used by Russia's largest arms manufacturer, Machine Engineering Technologies, is domestically produced, the company's CEO Sergei Rusakov said on Tuesday.


"Our localization is 90 percent. We are able to produce everything within Russia," Rusakov told reporters.


Russian arms manufacturers are still interested in cooperating with foreign colleagues, he noted.


According to Rusakov, Russia has "considerable experience in developing new weapons from scratch", which "makes it possible to set up joint ventures abroad". "What the market demands is what we are making a bet on," he said.


"We are also ready to create service centers, accept orders for pilot construction work," Rusakov added.


OJSC Machine Engineering Technologies is a major Russian holding company. Its product range includes precision-guided munitions and artillery rounds, multiple rocket launchers and small-caliber ammunition.

Schlumberger Pulls Expat Personnel From Russia Amid Sanctions: Reports

MOSCOW, September 30 (RIA Novosti) - One of the world's largest oilfield services providers, Schlumberger, is withdrawing American and European staff from Russia amid the Western-imposed sanctions against the country, Bloomberg reported Tuesday, citing sources familiar with the situation.


According to the source, about 20 employees will be withdrawn, including senior officials, as the company continues to monitor the situation.


"Schlumberger continues to closely monitor the sanctions of the United States and the EU and to take all necessary measures to comply with the existing laws," press-secretary of Schlumberger in Russia Alexander Borisov told RIA Novosti.


In Russia, Schlumberger is working with a number of oil companies.


Earlier in July, the spokesman of the Ruspetro oil company told RIA Novosti that the sanctions imposed against Russia did not have a negative impact on the company's cooperation with Schlumberger.


Schlumberger is not the first company that runs down its business in Russia. Earlier, the spokesman of ExxonMobil told RIA Novosti that the company had stopped work on nine projects within a strategic cooperation agreement with Rosneft, except for the project in the Kara Sea on September 26 amid sanctions.


The European Union banned European companies from providing services to the Russian partners for exploration and production of the deep and Arctic oil and shale oil projects, wells drilling and geological studies in particular. It also barred three major Russian oil companies (Rosneft, Transneft, GazpromNeft) from seeking finance on European capital markets.


Schlumberger is the world's largest service company in the oil and gas field, providing a wide range of services: from prospecting and exploration to supplying specialized software. Schlumberger operates in more than 80 countries, its headquarters are in Houston, Paris, London and the Hague. In Russia, the company has more than 40 production bases, research centers, as well as its own production equipment.

Russian Police Officers to Study Mistakes of Their American Colleagues: Reports

MOSCOW, September 30 (RIA Novosti) - The Russian Interior Ministry has been asked to analyze and take into account the negative reaction to American police forces during the mass protests in Ferguson, Missouri, the newspaper "Izvestia" reported Tuesday.


The initiative was proposed to the ministry by Anton Tsvetkov, chairman of the panel of the "Officers of Russia" movement, head of the security commission of the Russian Civic Chamber. He believes that during the protests in Ferguson police officers displayed unprofessional actions and conduct. As such, he has asked Russian law enforcement to study the mistakes of their American colleagues.


"The analysis of the police actions in Ferguson proves that they were not proportionate to the situation. The force was excessive, in most cases weaponry was used for no particular reason. Nevertheless, the police forces were unable to take the situation under control for several days. We all remember that during the crackdown some journalists were injured, which is evidence of a poor level of professionalism among police forces," said Tsvetkov.


According to him, experts from the "Officers of Russia" center for crime protection have scrutinized the actions of American police forces both before and during the calamity in Ferguson.


The experts came to the conclusion that the police units made numerous mistakes, not only in work with operational data and agents, but also in maintaining their public image.


"In fact, there were no attempts of dialogue with civil leaders or society. Local officials and police tried to curb the conflict using force. However, local officials could predict a reaction to such a murder because Ferguson is mostly resided by African-Americans," Tsvetkov added.


In August, Ferguson was swept by a wave of riots following the death of Michael Brown. The local residents protested against the abuse of force by police and discrimination, they demanded the arrest of the police officer who shot the teenager. According to media reports, to suppress the protests, police used armored vehicles, high-technology weaponry and stun grenades. Violence resumed in Ferguson September 24, after a memorial of Michael Brown was destroyed in a fire.


Andrei Krasov, Hero of the Russian Federation and member of the Russian Parliament committee for defense, thinks that it would be helpful to train Russian police officers to prevent a similar tragedy in Russia.


"There should be such training for the Russian police, perhaps, in a form of a game. Our police officers should be ready for similar events, so it would be better to learn from the mistakes of others, than from our own ones," he said.


Sergei Petrov, a security specialist, agrees that Russian police should draw on experience of foreign countries – both positive and negative. Moreover, he believes it is crucial to analyze actions of police officers in Russia.


"Psychological and legal training of Russian police officers working with victims, needs to be seriously improved. […] I always understood that there has been a lack of psychological resources," Petrov said. "When I look at American police acting … I understand that they protect successfully their lives and rights, but they violate women’s and drivers’ rights," he continued.


The expert remarked that in Russia it is not uncommon that police officers abuse their authorities. He also proposes that police from Germany, Israel and Estonia could serve as a positive example because of their priority to protect people’s interests and safety.

As a result of the Caspian summit in Astrakhan, which was held with the participation of presidents of Russia, Azerbaijan, Iran, Kazakhstan and Turkmenistan, a joint document consisting of 19 paragraphs was adopted. The document states, inter alia, that the "Caspian Five" does not want to see the troops of other countries within the water area of the region.


"The right to stay in the Caspian Sea is a sole prerogative of the armed forces of coastal countries. This regime has been formed here historically, and we are not going to change it," Russian President Vladimir Putin said as a result of the summit, Interfax reports.


"In general, we are going to deal with all issues in the region exclusively within the scope of the five countries that hold sovereign rights in relation to the Caspian Sea and its resources," said Putin.


According to ITAR-TASS, the leaders of the five countries agreed to respect the sovereignty, territorial integrity, independence, sovereign equality of the states, non-use of force or threat of force, mutual respect, cooperation and non-interference in the internal affairs of one another.


The signed document also states that the Caspian Sea should be used "for peaceful purposes," and its waters should be turned into "a zone of peace, good-neighborliness, friendship and cooperation." The parties agreed to resolve all issues related to the Caspian Sea by peaceful means.


The signed memorandum establishes the "national sovereignty of each side of the coastal sea space within 15 nautical miles, as well as exclusive rights for each party to extract water biological resources within adjacent ten nautical miles, followed by common water space."


The parties also reaffirmed readiness to comply with "agreed confidence-building measures in the field of military activities in the spirit of predictability and transparency, in accordance with common effort to strengthen regional security and stability."


Among other things, the signed document stipulates for the "delimitation of the seabed and subsoil of the Caspian Sea on the basis of universally recognized principles and norms of international law in order to implement sovereign rights of the parties on the use of mineral resources and other legitimate economic and business activities."


"I join my colleagues, who believe that this summit is a breakthrough, - Putin said. - It is true, we have agreed on the principles of cooperation, solution of key issues of interaction in the Caspian region and we fixed them in the appropriate statement. This is really a breakthrough."


According to Putin, the Convention on the legal status of the Caspian Sea may soon be signed. "I wouldn't say that all questions have been fully resolved, but their number has considerably decreased. Experts were tasked to intensify consultations on several remaining issues, and there is every reason to believe that in the near future, we will sign the convention," said Putin.


Currently, the five Caspian states only follow the agreement on the necessity of signing the convention on the legal status of the Caspian Sea. The work on the document started 15 years ago. The Caspian Sea comes second after the Persian Gulf in terms of oil and gas reserves.


At the Caspian summit in Astrakhan, Kazakh President Nursultan Nazarbayev offered to create the "Caspian free trade zone" between the countries that access the sea. In addition, Nazarbayev offered the Caspian countries to use routes in Kazakhstan to deliver goods to the markets of other countries, especially China.


"The governments of our countries may consider entering into an intergovernmental agreement. In our view,this will be mutually beneficial to all parties," said Nazarbayev.


"This year, Kazakhstan, Turkmenistan and Iran intend to finally connect the adequate railway. We create all necessary conditions for the conversion of the territory of Kazakhstan into the largest Eurasian business and transit hub," said the president of Kazakhstan.


Iranian President Hassan Rouhani arrived at the summit, on 28 September. Vladimir Putin thanked his Iranian counterpart for the position, which made it possible to achieve good results at the summit.


"We have worked productively in the Caspian summit, achieved good results, owing , among other things, to the position of your delegation, your position," Putin said.

UNHCR Says Not Planning Its Own Probe Into Reports on Ukrainian Refugees

STRASBOURG, September 30 (RIA Novosti), Daria Chernyshova - The United Nations High Commissioner for Refugees (UNHCR) is not planning to launch its own fact-finding into the information on Ukrainian refugees, despite conflicting reports about the number of people who fled the violence amid the crisis, UNHCR's representative to the Council of Europe Gert Westerveen told RIA Novosti Tuesday.


"Not necessarily in this particular situation because we are dealing with actually very sophisticated governments, their institutions, their capacities," Westerveen said answering a question if the UNHCR can start its own counting given the different information provided.


"It is mainly the situations where governments are weaker, that we come in ourselves and do our own counting," he noted.


During the Tuesday hearing on the situation of refugees and internally displaced persons in Ukraine held on the sidelines of the PACE fall session, Marina Leksina, a member of Moscow-based Civic Assistance Committee, presented a different view on the refugee situation in Ukraine.


"There are no more than approximately 150,000 – 170,000 Ukrainian refugees in the Russian Federation, which is significantly lower than what has been officially reported by Federal Migration Service and rotated in the media, which is around 800,000 people or even a million," Leksina said.


"They [Russia and Ukraine] should be able at some point in time to come up with a proper picture of the situation. We will be waiting for this moment," Gert Westerveen stressed.


Russia has been reporting a massive flow of Ukrainian refugees traveling to its western Rostov Region since June. More than 800,000 Ukrainian residents have entered Russian territory since April 1, according to the Russian Federal Migration Service. A large number of Ukrainians are arriving in Russia under the visa-free regime.

Russia’s State Duma Proposes Creation of National Security Commission: Reports

MOSCOW, September 30 (RIA Novosti) - The Russian State Duma's industry committee first deputy chief Vladimir Gutenyov is drafting legislation that entails the creation of a new commission tasked with the risk assessment of contracts on the purchase of high-technology equipment from countries that have imposed economic and political sanctions against Russia, Izvestia newspaper reported Tuesday.


"I think it is important to mitigate risks taken by our businesses that undergo technical refurbishment … because at the moment the modernization of enterprises is not about replacing separate units, but technological chain in general," Gutenyov was quoted as saying by the newspaper, adding, "Already many Russian businesses are reconsidering their partners, starting with those headquartered in Europe and North America."


Gutenyov also said that the new commission should include not only representatives from the ministries but also professional organization members.


The European Union, the United States, Australia, Canada and Norway have imposed sanctions against Russia over its alleged role in the escalation of the Ukrainian crisis, something Moscow has repeatedly denied.


Certain enterprises and state bodies are turning to new countries in an attempt to find a replacement for states that have implemented sanctions against Russia.

BRUSSELS, September 30 (RIA Novosti) – Russia is waiting for proposals from its European partners on a number of issues that raise Moscow's concerns in connection with Ukraine's Association Agreement with the European Union, Russia's Ambassador to the European Union Vladimir Chizhov said Tuesday.


"No agreements have been reached on the date of the next trilateral meeting. Experts continue to work independently, but the ball is in the EU field. They have received a list of our concerns, we are now waiting for their proposals," Chizhov said.


According to Chizhov, "Russia has pointed out five problem areas [related to a free trade zone between the European Union and Ukraine] that require solutions: fees, issues, related to standards and technical regulations, sanitary and veterinary norms, energy and, finally, customs administration."


Chizhov said he expects that work to address the Russian concerns, passed to the European commission on September 12, will start in the near future.


"I think that there is enough time for a compromise to be reached, but the way is not without difficulties," Chizhov noted.


On Monday, the Council of the European Union announced that that the European Union will postpone a free trade zone with Ukraine under the Association Agreement until January 1, 2016.


According to Chizhov, the decision "was expected and is consistent with the agreement, reached in the trilateral format (Russia - Ukraine – European Union) in Brussels on September 12."


The Ukraine–European Union Association Agreement presupposes political and economic association between the two parties. The political provisions of the agreement were signed in March, after the president at that time Viktor Yanukovych was ousted and an interim government came to power. The economic part of the agreement was signed by the current president of Ukraine Petro Poroshenko in June.


Earlier in September, Ukraine and the EU parliaments ratified both parts of the Association Agreement, but postponed the implementation of the EU-Ukraine Deep and Comprehensive Free Trade Agreement until December 31, 2015.


The agreement to delay the treaty's implementation was reached at a trilateral Russia-Ukraine-European Union meeting in Brussels, held after Moscow expressed concerns that the implementation of the treaty carries economic risks for Russia and Ukraine.

Expert: Russia Could Offer Mexico 'Clean' Oil Production Technology

MEXICO CITY, September 30 (RIA Novosti) – Russia is ready to share its experience in 'clean' oil production with Mexico, acting head of Russia's environmental watchdog Rosprirodnadzor for the Sakhalin region, Dmitry Belanovich, told RIA Novosti Tuesday.


"If Mexico's Ministry of Environment was to address us [on the subject of clean oil production technologies], we would gladly share our experience in the sphere," Belanovich said, adding that Russia "tries not to use technologies that seriously harm the environment."


According to Belanovich, the fracking method, used in shale gas extraction, is very harmful for the environment and should be avoided.


"It is recommended that technologies alternative to fracking, or hydraulic fracturing, are used, which are applied in different parts of the world. In Russia, various technologies are used, but all of them have to undergo examination by specialists at a government level before they can be applied anywhere," Belanovich noted.


Fracking is a technique for recovering gas and oil from shale rock by drilling down into the ground and injecting water, sand and chemicals into the rock at high pressures, releasing gas to the head of the well.


It is a highly controversial method of shale gas extraction reported to be the cause of hazardous air and water pollution, as well as earthquakes, resulting from the process of injecting fracking solutions into the ground.

Ukraine Opens Criminal Proceedings Against Russian Investigative Committee Officials

MOSCOW, September 30 (RIA Novosti) – The office of the Prosecutor General of Ukraine has opened criminal proceedings against a number of Russian Investigative Committee officials in response to the cases, Moscow has launched into the crimes, committed in southeastern Ukraine.


Ukrainian Prosecutor General's office said on its website Tuesday that "[Russia's] unjustified prosecutions" are a way of carrying out "illegal interference in the activities of Ukraine's law-enforcement agencies [and] the armed forces of Ukraine."


The Prosecutor General's Office did not specify against whom exactly the criminal proceedings have been launched.


On Monday, the Russian Investigative Committee launched a case of genocide of the Russian-speaking people of eastern Ukraine's self-proclaimed Donetsk and Luhansk People's Republics.


According to the committee's spokesman Vladimir Markin, "unidentified individuals from the ranks of the upper levels of Ukraine's political and military leadership, the Ukrainian Armed Forces, the Ukrainian National Guard, and the Right Sector gave commands directed at the full annihilation of Russian-speaking citizens, living in the territories of the Luhansk and Donetsk republics."


According to Markin, no less than 2,500 people died as a result.


Ukraine has been engulfed in a violent internal conflict since mid-April, when Kiev began its military operation against independence supporters in the southeastern regions of the country. The United Nations estimates that some 3,500 people have been killed and more than 8,000 have been wounded since the start of the operation.

Post Apocalyptic Chicken in Ukraine

If you wondered how the post apocalyptic world might look like seconds after a disaster this might be a real life, not movie taken, scene. Thousands of suddenly freed chicken leave the farm, trying to eat something, trying to each other, going to other sides. Please note an alarm sound on the background adding to the atmosphere and people looking pretty shocked seeing all this. Video of this incident is inside and besides we have one more story of chicken in Ukraine inside too:










Well, of course in real post apocalyptic setting I bet those men in the car won’t spent their time for useless “Wow! Look at this!” but rather start hunting and stuffing all these meat into their cars. But it’s not there yet. Though a few days ago there was an event when one of the clans in Ukraine has captured a truck full of chicken, towed it into the city downtown and started giving the hens to anyone, so quickly a few blocks of line has formed out of people wanting a free white meat – here you can see a line and click for a panoramic full size shot:

Russian Prime Minister to Hold Meeting on Microelectronics Development

MOSCOW, September 30 (RIA Novosti) - Russian Prime Minister Dmitry Medvedev will hold a meeting on the state and prospects of microelectronics development in Russia on Tuesday.


"[Prime Minister] Medvedev will hold a meeting on the state and prospects of domestic microelectronics development, measures to encourage the development of domestic microelectronics production, both for special and civil purposes, as well as issues of state regulation of the Russian market of electronics," a statement released by the Russian government's press service Tuesday said.


According to the statement, Russian deputy prime ministers Arkady Dvorkovich and Dmitry Rogozin will attend the meeting.


Earlier in September, Russia's United Rocket and Space Corporation head Igor Komarov announced that in view of Western sanctions, Russia will be ordering microelectronics and machines for rocket and space equipment from China, South Korea and other Asian countries.


The West released its most recent package of sanctions targeting Russia's largest banks, as well as oil and defense companies, on September 12. The companies were denied access to the European capital markets.

77 percent of Russians Consume Local Food Daily: Survey

MOSCOW, September 30 (RIA Novosti) - A report, published by the National Geographic magazine, found out that 77 percent of Russians consumed local food, but despite of people eating more local and organic food, there was lack of information and influence on becoming environmentally sustainable consumers.


Russians are the biggest locavores [consumers of local food], 77 percent consume local food daily or several times a week,” stated the National Geographic report, released on Monday.


The research was done through a survey across 18 countries, measuring consumption habits, based on the relative size of its environment.


Russia along with Hungary, Sweden and Germany consumed more organic and natural food as part of the main diets.


India ranked first in food sustainability due to its mostly vegetarian population. The country’s culturally dictated eating habits means majority of the population does not eat beef, considered the most environmentally damaging meat, according to the National Geographic.


Other countries such as South Korea, Hungary, Australia, and Canada also had higher ranking than in a previous 2012 survey.


However, only 34 percent of those surveyed thought they had enough information about the food they ate, while 43 percent did not feel they had influence over how their food was produced.


Most people, according to the survey, did not agree that eating meat was bad for the environment or cited health and cost reasons for their meat consumption.


While food as a culture had positive impact in countries like India, Mexican food culture owed to it being ranked lowest in the survey for its diet, rich in beef and chicken. Mexico was followed by Japan, which consumes more fish and seafood than any other surveyed country.


The survey also found that Americans consumed the fewest fruits and vegetables and ate mostly packaged and processed foods, owing to their junk food culture.


But as eating habits on the overall appear to be improving, scientists are not confident about environmentally sustainable eating habits being the norm.


"We haven't seen broad, sweeping laws that would radically change how consumers interact with food," Nicole Darnall, a sustainability researcher at Arizona State University, told the National Geographic.

Putin: Russia-Azerbaijan Relations Developing Actively

ASTRAKHAN, September 29 (RIA Novosti) - The relations between Russia and Azerbaijan are developing actively, despite the problems in the global economy, Russian President Vladimir Putin said at a meeting with his Azerbaijani counterpart Ilkham Aliyev on Monday.


"The relations between Russia and Azerbaijan have always unfolded as friendly and trusting and they are unfolding in a similar vein on different lines, including in the most sensitive spheres; moving forward is the case with the economy as well, despite some problems in the global and Russian economy," Putin said.


The bilateral meeting between Putin and Aliyev is a part of the Caspian summit, held in Astrakhan, southern Russia, on Monday.


The summit, attended by the leaders of Russia, Azerbaijan, Kazakhstan, Iran and Turkmenistan, is focused on cooperation between the countries and progress in implementation of the decisions taken at the previous summit in Baku in 2010.


The heads of five Caspian states agreed on Monday to keep a stable balance of forces in the region and ensure the development of their defense capability within the limits of "reasonable efficiency."


Earlier on Monday, Russian President Vladimir Putin announced that the five countries had also agreed on a joint statement to outline future agreements on cooperation in the region.

Russia Submits Questions on MH17 Crash to UN Security Council

UNITED NATIONS, September 29 (RIA Novosti) - Russia submitted to the United Nation's Security Council a list of questions that it demands to clarify during the investigation of the Malaysian MH17 flight crash in southeastern Ukraine, the letter released on the UN's website on Monday said.


According to the letter dated 19 September 2014, the first priority is to "lay out the pieces of the aircraft structure and analyze the damage to the pieces and possible causes of that damage," which is a "customary and mandatory" part of the investigation.


Another urgent issues, listed in the letter, include searching for projectiles at the crash site, conducting post-mortem examination of the flight's crew and passengers, "including for the purpose of detecting any projectiles and other foreign objects or substances," and examining data from Ukrainian ground radar.


Russia also insists on examining the communication between the crew, captured by on-board microphones, as well as examining the communication between air traffic controllers at the Dnipropetrovsk Air Traffic Control Center and Kiev's military authorities. The data from the countries and organizations involved in the investigation concerning the radar situation in the region, including the United States, NATO and Russia should also be requested and studied.


Malaysia Airlines flight MH17 from Amsterdam to Kuala Lumpur crashed in Ukraine's eastern region of Donetsk on July 17, killing all 298 people on board. The reasons behind the tragedy are still unclear.


The Dutch Safety Board issued a preliminary report on the crash on September 9, saying that the Malaysia Airlines plane broke up in mid-air as the result of structural damage caused by a large number of high-energy objects that penetrated the aircraft from the outside. The full report on the crash will be published within a year.

Russia Launches Case Against Ukraine Military for Genocide of Russian Speakers in Ukraine

MOSCOW, September 29 (RIA Novosti) – The Russian Investigative Committee has launched a case of genocide of the Russian-speaking people of eastern Ukraine’s self-proclaimed Donetsk and Luhansk People’s Republics, committee spokesman Vladimir Markin said Monday.


“The main investigative department of the Russian Investigative Committee has launched criminal charges on genocide against the Russian-speaking population residing in the territory of the Luhansk and Donetsk People’s Republics,” Markin said.


Markin added that “unidentified individuals from the ranks of the upper levels of Ukraine’s political and military leadership, the Ukrainian Armed Forces, the Ukrainian National Guard, and the Right Sector gave commands directed at the full annihilation of Russian-speaking citizens living in the territories of the Luhansk and Donetsk republics.”


He said that no less than 2,500 people died as a result of their actions.


According to the committee spokesman, the Grad and Uragan multiple launch rocket systems, unguided rockets with cluster munition warheads, Tochka-U tactical missile systems and other types of heavy indiscriminate weapons were used to kill Russian-speaking citizens.


Besides, Markin added, “More than 300,000 residents who feared for their life and health were forced to leave their permanent places of residence and seek refuge on the territory of the Russian Federation”.

CEO: Gazprom Neft to Increase Oil Extraction by 5%, Net Profit by 20% by Year End

MOSCOW, September 29 (RIA Novosti) – Russia’s Gazprom Neft expects oil extractions to grow more than five percent above the annual forecast and net profit to grow by 20 percent by the end of the year, Gazprom CEO Alexei Miller said Monday.


“Gazprom Neft’s operation summary for half of the year confirms the active development of the company, which holds a leading position in the oil industry in regard to effectiveness. It is already obvious that Gazprom Neft’s extraction growth by the end of the year will be more than five percent in oil equivalent, and net profit will be more than planned by 20 percent,” a company press release quoted Miller as saying.


JSC Gazprom Neft is a vertically integrated Russian oil company engaged primarily in oil and gas exploration and production and the sale of crude oil and petroleum products.


Gazprom Neft alongside with the other Russian oil giants, Rosneft and Tatneft, was targeted by the latest round of the EU economic sanctions against Russia, which prohibited major Russian companies from seeking financing on European capital markets.


Earlier in September, Vadim Yakovlev, deputy chairman of the management board and first deputy chief executive, said that the sectoral sanctions imposed on Russia fail to inflict a severe damage on Gazprom Neft and its partners. He added that in fact the restrictions gave Gazprom Neft an extra incentive to work on import substitution.

ExxonMobil Spokesman: Sakhalin-1 Project Safe From US Sanctions

MOSCOW, September 29 (RIA Novosti) – US sanctions imposed against Russia will not have any impact on the joint Sakhalin-1 project between ExxonMobil and Rosneft, the US company's spokesman, Alan Jeffers, told RIA Novosti on Monday.


“The Sakhalin-1 project is not impacted by US sanctions,” Jeffers said.


“Under the Strategic Cooperation Agreement between ExxonMobil and Rosneft, there are a total of 10 joint ventures involving the exploration and potential production from offshore Russia in the Black Sea, Arctic regions and onshore West Siberia,” Jeffers added.


Jeffers said the wind down of work activities of 9 of these 10 joint ventures was to be complete by the September 26 deadline.


“The Kara Sea project and the University-1 well was the subject of our application for a slightly extended compliance period because operations were at a critical stage and additional time was required to safely wind down activity, especially given the sensitive Arctic environment,” he said.

Russia Among Leaders in Nuclear Security, Technologies

MOSCOW, September 29 (RIA Novosti) — Russia in one of the world leaders in nuclear technologies and nuclear security, a leading engineer of the International Atomic Energy Agency (IAEA) and a visiting professor at Imperial College London, Michael Ojovan, told RIA Novosti Monday.


“One of the leaders is the Russian Federation. Russia is a leader in many areas of waste management, cementing technology… in vitrification of ceramic materials,” Ojovan said at a press-briefing at Rossiya Segodnya International Information Agency.


At the briefing within the framework of a joint IAEA and Moscow State University (MSU) conference on nuclear security the professor also said that MSU professors are the authors of many books and articles in the sphere.


Commenting on the role of the agency in monitoring security at nuclear facilities, Deputy Director General of IAEA Alexander Bychkov said that IAEA does not monitor security on nuclear facilities but “the transfer and use of nuclear materials.”


“However, each country has the right to invite [IAEA] experts on this or that specific field… This includes checking the safety of nuclear stations, checking the regulatory body that monitors these stations,” Bychkov said.


NUCLEAR WASTE IS ‘NO PROBLEM’


Speaking on nuclear waste, the deputy general director of IAEA said that this issue is often seen as “problematic and very dangerous.” At the same time, he added that “there is no problem of nuclear waste today… there is a set of solutions that can be used in any country by any company to protect people and the biosphere from radioactive waste.”


According to Bychkov, IAEA tried to show diplomats and leaders responsible for the decisions in the spheres of nuclear energy and nuclear security, that the nuclear waste issue is currently solvable.


UKRAINIAN NUCLEAR FACILITIES


The deputy general director also spoke of nuclear security in the context of the Ukrainian crisis. He said that despite the ongoing conflict, “IAEA as an agency has no complaints to Ukraine in terms of safety and nuclear energy.”


He also called on the journalists not to politicize the questions at the press briefing. IAEA, according to Bychkov, works on a uranium supply assurance to make sure every peaceful nuclear facility has a guaranteed supply.


As for the ideas of certain Ukrainian politicians to change the supplier for domestic NPPs (nuclear power plants), he said that while the wish to find a second supplier is “normal”, no NPP operator will ever use another fuel, which is not meeting the special standards of that very plant.


PERSONNEL PROBLEM


The key issue in maintaining and operating nuclear facilities is the personnel issue, as Bychkov said. As the majority of the NPPs of the first two generations were built in 1970s and 1980s, the majority of the professionals who started their work at these plants are now going to retire.


In addition to that, while an ordinary energy plant needs a bunch of well-educated and prepared engineers, a nuclear plant needs “tens of engineers”, the deputy general director said.


The International Atomic Energy Agency, the world’s center for cooperation in the nuclear field, was created in 1957 and reports to the United Nations General Assembly and Security Council. The Agency with the headquarters in Vienna seeks the promotion of peaceful use of nuclear energy.


The joint IAEA-MSU conference, which takes place in Moscow and is held on September 22 – October 3 involves 70 nuclear cycle specialists from Russia and CIS countries and is devoted to the issues of nuclear waste management.

Deputy Energy Minister: Russia Capable of Arctic Drilling Without ExxonMobil

MOSCOW, September 29 (RIA Novosti) – Russia can continue the drilling the Kara Sea even if the US oil company ExxonMobil drops out the project, Deputy Energy Minister Kirill Molodtsov told reporters Monday.


There are enough Russian oil rigs to continue the drilling in the Kara Sea, where significant discoveries of petroleum and natural gas have been made, according to the official.


"In total, we have around eight exclusively Russian [oil platforms]," including Severnoye Siyanie and Polyarnaya Zvezda rigs which are capable to operate in difficult ice conditions, Molodtsov said.


In August 2013, Russian oil giant Rosneft and ExxonMobil's joint venture company Karmorneftegaz began drilling at Universitetskaya-1, Russia's northernmost well, using the West Alpha rig. The drilling was scheduled to finish in 70 days, but American companies should cease all operations with blacklisted Russian companies, including Rosneft, due to the sanctions against Russia introduced by the US.


Earlier, ExxonMobil said it would assess the impact that Western sanctions against Russia may have on its cooperation with Rosneft.

Donetsk to Ask Russia to Analyze DNA Samples From 400 Bodies

DONESK, September 29 (RIA Novosti) – The authorities of the self-proclaimed Donetsk People’s Republic (DPR) will request Russia to analyze DNA samples taken from 400 unidentifiable bodies, the republic’s first deputy prime minister said Monday.


“We have about 400 bodies mutilated beyond identification and we will ask Russian specialists to help us with DNA analysis,” Andrei Purgin said.


He added that about 350 of them are presumed to be civilians. According to Purgin, the samples are from bodies of some of the victims of the military operation in the Ukrainian eastern regions.


In April, the Ukrainian authorities launched a military operation against the independence supporters of the country's southeast that refused to accept the government that was brought on by the February coup. According to the United Nations, the conflict has killed more than 3,500 people and injured over 8,000.


On September 5 at a Contact Group meeting in Minsk, Ukrainian authorities and the self-proclaimed people's republics of Luhansk and Donetsk agreed on a ceasefire. On September 19, the participants of the talks adopted a memorandum, outlining steps for the ceasefire's implementation.

PACE President Says Date, Venue Not Set for Bilateral Meeting With Russian Officials

STRASBOURG, Daria Chernyshova - The president of PACE Anne Brasseur said Monday that neither the date, nor the venue for her second meeting with the speaker of Russia's lower house of parliament Sergei Naryshkin has been set yet.


"For the moment, there is no date or venue for the second meeting with Naryshkin," Brasseur said at an opening press conference of PACE's autumn session in Strasbourg.


Brasseur also stressed the importance of maintaining dialogue, despite the suspension Russia's voting rights in PACE and added that she had met with Naryshkin on September 2 in Paris.


"Dialogue is paramount," Brasseur said. "We feel that dialogue should be maintained."


In April, PACE suspended Russia's voting rights over its reunification with Crimea. During the vote on the country's expulsion, Russian delegation walked out of the PACE spring session in protest.


Later, Moscow officially informed PACE about its decision to halt bilateral cooperation and skip the summer session.


PACE autumn session is underway in Strasbourg and will end on October 3.

PACE Meeting Without Russia to Discuss Ukrainian Crisis

STRASBOURG, September 29 (RIA Novosti) – The autumn session of the Parliamentary Assembly of the Council of Europe (PACE) will be dedicated to discussing the crisis in Ukraine, the issue of neo-Nazism and addressing Islamic State (IS) threats, among other topics, though Russia, which suspended its cooperation with the assembly in June, will not be taking part in the meeting.


The assembly has previously discussed the Ukrainian crisis in January, April and June. A PACE source told RIA Novosti that several parliamentarians suggested holding another round of debates on the issue. A full-strength Russian delegation will not be present at the autumn session of PACE, which will be the second time for Russia after the April session.


The PACE session will also focus on countering neo-Nazism, with the presentation of Swedish parliamentarian Marietta de Pourbaix-Lundin's report "Counteraction to manifestations of neo-Nazism."


"All political leaders are thus invited to engage in debate with neo-Nazi movements so as to expose them publicly by rejecting and condemning their ideology and rhetoric," according to the report's summary.


The discussion on neo-Nazism is to take place Tuesday, September 30. Russian PACE representative Olga Kazakova is expected to participate in the discussion.


An urgent debate on the issues concerning the IS has also been requested. The discussion is expected to focus on the threats posed by IS militants and violence against Christians, as well as other religious groups.


The draft agenda of the session also includes annual debates on The Organization for Economic Cooperation and Development and the European Bank for Reconstruction and Development, monitoring reports on Georgia and Albania, and a debate on possible changes in PACE's monitoring mechanism.


The assembly's autumn session takes place in Strasbourg from September 29 to October 3, 2014.

"Air assault units of the Caspian Flotilla marine troops have begun parachute jumping drills as part of the fall season's airborne training. The personnel are practicing jumping with a parachute, actions in case of emergency situations in the air and landing on different surfaces at a training facility with the help of parachute simulators," the press service said.


The marines are then to proceed to carrying out jumps out of Mi-8 helicopters at different times of day and practice assembling upon landing. They will also conduct subversive operations at important objectives of the simulated enemy.


More than 250 marines will take part in the drills, with 50 of them carrying out parachute jumps for the first time.


The Caspian Flotilla, stationed in Russia's Astrakhan, comprises the Southern Military District's maritime defense units. The flotilla ensures the protection of Russian interests in the Caspian Sea region by carrying out anti-terrorist activities, securing trade routes and oil fields.


The Caspian Flotilla comprises several brigades and divisions of ships and units of coastal troops.

Obama Excludes NATO-Russia Confrontation Possibility

WASHINGTON, September 29 (RIA Novosti) - US President Barack Obama has excluded the possibility of military confrontation between Russia and NATO over the Ukrainian crisis in his interview to CBS Monday.


"No, I don't think there's going to be a military confrontation between NATO and Russia, although we have worked very hard to reassure that Article Five of the NATO treaty means what it says," Obama stated, answering to the question whether he believes a military confrontation between NATO and Russia and Ukraine is possible. "We come to the aid and assistance, so if you mess with the NATO country, then there will be a military confrontation. And Putin understands that. But I do think there's a possibility of Russia moving in a better direction," Obama continued in his "60 minutes" interview to CBS.


Obama also mentioned gas talks between Russia, Ukraine and the European Union that took place in Berlin last week and may be conducive to the political settlement of the Ukrainian crisis.


"There was an agreement announced today that, in fact, Russian gas would still be sold to Ukraine. So that they're not going to freeze this winter," Obama concluded.


According to the preliminary agreement, Russia and Ukraine could sign a so-called "winter package" of documents on the Russian gas supplies to Ukraine. The supplies would amount to five billion cubic meters of gas at $385 per 1,000 cubic meters for a half-year period.

Flying Above the Autumn Tundra

Tundra is the name of the forests that can’t become full-scale forests because of lack of sun light. Those are normal in the Northern most parts of countries of the Northern hemisphere. Russia and Canada probably are the most countries with tundra forest. And when the autumn comes to those places (it comes there early, in August) they prepare to shed their small not very abundant leaves and this moment it turns into a colorful sight, best can be appreciated from above. So Vladimir, the photographer has took a helicopter trip above the Russian tundra and made those photos we are having here today.
