Armed Man Who Took Hostages at Bank in Southern Russia Surrenders

BELGOROD, Russia, April 21 (RIA Novosti) – An armed man who broke into a bank in the southern Russian city of Belgorod has surrendered under the guarantee that his savings would be returned, a local police chief said Monday.


Earlier in the day it was reported that three men had entered the bank, which had just had its license rescinded by the Russian Central Bank, and taken at least four people hostage, demanding 20 million rubles ($560,000).


One of the men was reportedly armed with a Saiga rifle. No one was injured in the incident.


“The operation is over, the man surrendered and laid down his weapon under the guarantee that his savings would be returned,” Police Chief Viktor Pesterev said.


Pesterev added that police are not considering the man’s actions as taking hostages.


“There was no hostage taking,” he said.


According to preliminary information, the man had accumulated 23 million rubles ($645,000) in the bank for a real estate purchase.


On Monday, the Central Bank of Russia announced it had revoked the bank’s license due to the unreliability of its accounts and records. All depositors of the shutdown lender had been promised to receive compensation no later than May 5.


The Zapadny Bank was founded in 1993 and currently has 65 branches across Russia, with about 370,000 clients.
