Russian Drug Control Service Seeks Right to Ban Substances Included in Spice Narcotics

MOSCOW, October 4 (RIA Novosti) - The head of the Russian Federal Drug Control Service (FSKN), Viktor Ivanov proposed to grant the agency the right to temporarily ban substances, used in smoking blends.


"I propose to give FKSN - like in almost all developed countries - the right to promptly impose a temporary ban on the circulation of such substances," Ivanov said in an interview to the TV Center channel.


Such measures would allow to make decisions under the simplified procedure, in no longer than a week, as well as to initiate criminal proceedings and conduct investigative activities, Ivanov said, noting that currently this procedure requires about a whole year.


"The smoking mixture is a unifying name. The substances used in its mixing appear out of the blue. Our task is to immediately prohibit them," the head of department said.


Mass drug, poisoning of unknown substance, which has been called "spice," has already occurred in several regions of the north and the center of Russia, while the drug itself may have already reached the North Caucasus. About 20 people have died, hundreds were injured.
