Russian Cabinet of Ministers to Review Effectiveness of State Programs Until December

MOSCOW, October 5 (RIA Novosti) - Russian President Vladimir Putin has instructed the Cabinet to review until December the effectiveness of the existing mechanism of the development and implementation of state programs in Russia.


"The government of the Russian Federation is to review the effectiveness of the existing mechanism of the development, implementation and evaluation of the effectiveness of state programs of the Russian Federation. The government is also to amend the relevant legal acts, which provide for a clarification of conceptual approaches to the formation of state programs," according to the text of the document published on the Kremlin website.


It is expected that by December the government will introduce changes to the Russian legislation, ensuring compliance of the provisions and parameters of state programs with specific priorities and objectives of socio-economic development of the Russian Federation.


Additionally, the Cabinet will need to consider the competence of the principal contractors, associate contractors and participants, as well as the personal responsibility of individuals for the execution of the programs.


By next March, the government will also update the list of goals, objectives, activities and target values, their compliance with the volume and sources of funding.
