Some people are indiferrent to any restrictions or morals when they try to earn money. Such a spectacle would shock any conservationist, and any other person would not probably approve such cruelty.
213 bear paws were attempted to be smuggled by two Russian men to China where such things are in rabid demand. This time the paws were hidden in the wheels.
