Barnaul, Russia, now has its own superhero who’s called “Spiderman” by locals. Whoever he is, he’s chosen a really surprising method of struggling parking violations.
He punishes drivers by overwrapping their cars and impeding access to them. Similar incidents happen not only in Barnaul but on its outskirts too. But does it really work?
