Russia will give adequate response if Ukraine joins NATO — lower house speaker

MOSCOW, June 1. /TASS/. Russia will provide an adequate response if a decision is taken on Ukraine’s joining NATO, the speaker of Russia’s lower house of parliament, the State Duma, Sergei Naryshkin said in an interview for TASS special project Top Officials.

In reply to a question if there is a chance that at the national referendum on Ukraine’s joining NATO the answer will be "yes," Naryshkin said: "I can imagine a situation in which the results of the plebiscite may be presented in this way."

In this case, the North Atlantic Alliance will then come to Russia’s doorstep and this "will weigh upon the conscience of those who in February 2014 triggered the coup that overthrew the legal government of President Viktor Yanukovich," he added.

"Russia will respond to such actions as yet another step towards worsening relations, and we will not leave it unanswered," Naryshkin said, adding: "At least we have no intention of joining NATO."

The speaker stressed that yet some sort of agreements will have to be looked for.

"For the previous two decades we thought we were having a productive dialogue with the alliance, there had been created joint institutions and joint projects were being implemented. Now all this is in ruins," he said.

Naryshkin said he was born optimist and believes that "the black stripe in relations between Russia and the West will end and common sense will prevail." "Certainly. Some hints are already in sight," he said.

The world has enough "honest and decent people, responsible politicians who first and foremost take care about the national interests of their countries and are least oriented towards the so-called euro-Atlantic solidarity."

In this context, Russia has "very much in common with Europe - culture, history, traditions, and humanitarian and spiritual values," he said.

Russia’s lower house speaker rules out abandoning Crimea

MOSCOW, June 1. /TASS/. The idea that Russia will abandon Crimea and Sevastopol is absolutely ruled out and sanctions pressure against Moscow is futile, the speaker of Russia’s lower house of parliament, the State Duma, Sergei Naryshkin has said.

"They are saying the sanctions will be canceled if Russia abandons Crimea and Sevastopol, betrays those who have believed us. It’s absolutely ruled out. We shall not leave the chosen path and pressures on us will be futile," Naryshkin said in an interview for TASS special project Top Officials.

Amid the anti-Russian sanctions, many foreigners have been forced to "leave Russia because cooperation is curtailing, businesses are being closed down, and jobs for expats are being axed," he said.

These are the effects of "policies by the countries that have joined the sanctions," Naryshkin said. "As a matter of fact, under pressures from the United States the European Union has shot itself in the foot," he stressed.

"Our foreign partners may stubbornly push ahead with their current policies, but they’ve got to realize that they will not attain the proclaimed aim," the Russian lawmaker said.

Dateline of EU’s anti-Russian sanctions may be extended

MOSCOW, June 1. /TASS/. The timeframe of the European Union’s anti-Russian sanctions, which are due to expire on July 31, may be extended but its scope is unlikely to be expanded, a senior Russian lawmaker said.

"It feels today in the European Union that supporters of extending the term of the sanctions against Russia are stronger than opponents of such move," Alexei Pushkov, the chair of the State Duma’s Committee on Foreign Affairs, said in an interview with Russia’s Izvestia daily. "At the same time the extension of the sanctions’ range is very unlikely."

The expansion of sanctions, Pushkov said, is probable in case of the sharp deterioration of the situation in Ukraine’s east by the end of June, when the European parliamentarians would be making a decision on the issue.

"By the way, there are forces in Kiev, who want to make use of the moment, in other words to expand military actions, disrupt the ceasefire, blame Russia for everything and push the EU toward the expansion of sanctions," Pushkov said. "But such game is unlikely to yield success for Kiev."

Relations between Russia and the West have been strained by the developments in Ukraine as the United States accused Russia of its direct involvement in the armed conflict in the neighboring ex-Soviet republic and slapped Moscow with sanctions. Moscow repeatedly denied the accusations. The European Union joined Washington’s policy in regard to Russia and imposed own sanctions.

The West started imposing sanctions on Russia since March 2014 in the wake of the drastic events evolving in Ukraine at that time. First, an early EU summit stalled the talks on a visa-free regime and a new base agreement on Russia-EU cooperation. Further on, the sanctions were grouped into three categories - personal, corporate and sectoral.

By the beginning of September, some 420 Russian individuals and 143 companies had been put on the sanction lists of the European Union, the United States, Canada, Australia, Japan, Switzerland and Norway.

The sectoral sanctions imposed for a term of one year include an embargo on the supply of arms to Russia and the importation of Russian weapons and related materials, a ban on the delivery of dual-purpose products and technologies to Russia, as well as innovative technologies for Russia’s oil extracting industry.

In mid-September, the European Union published new sanctions against Russia in its official journal.

Russia fully banned from August 7, 2014 the imports of meat, fish, cheeses, milk, vegetables and fruits from western countries that had imposed economic sanctions against Russian citizens and companies.

The countries that have slapped sanctions against Russia include the European Union member states, Norway, the United States, Canada, Australia and Japan.

‘2,300 Humvees in Mosul alone’: Iraq reveals number of US arms falling into ISIS hands

Iraq has admitted that ISIS jihadists captured huge caches of US-made weapons, including thousands of Humvees seized from Iraqi forces retreating from Mosul last year. The spoils of war have since then been used by ISIS to gain ground in Iraq and Syria.

“In the collapse of Mosul, we lost a lot of weapons,” Prime Minister Haider al-Abadi said in an interview with Iraqiya state TV. “We lost 2,300 Humvees in Mosul alone.”

Islamic State (IS, formerly ISIS/ISIL) captured Iraq’s second city of Mosul in June 2014, as government forces retreated from the country’s Sunni stronghold.

The number of potential heavy and light weapons abandoned by Iraq’s army remains unknown but over the past decade the US sold thousands of the armed vehicles to the Iraqis, in addition to tanks and other military hardware.

Just this month the Pentagon estimated that at least half a half dozen tanks were abandoned when Baghdad forces lost Ramadi, in addition to artillery pieces, and some 100 Humvees.

Meanwhile the US approved new arms deliveries to the Iraqis last December to replenish the stock ransacked by IS. One contract allows the sale of 175 heavy M1A1 Abarams worth $12.4 billion, while another approves the delivery of 1,000 Humvees, equipped with M2.50 caliber machine guns and MK-19 40mm grenade launchers.

They are exactly the types of weapons IS used to gain vast amount of territory both in Iraq and northern Syria. In fact, the first use of US-Humvees on Syrian territory was reported last year shortly after Mosul has fallen to jihadists.

In mid-May IS gained control of the capital of Anbar province where Iraqi forces had held out against militants for more than a year. They also secured control of Palmyra in Syria, carrying out many executions.

US intelligence points to growing IS strength

Meanwhile on Sunday CIA Director John Brennan acknowledged that IS gains in both Iraq and Syria did not really come as a surprise to the intelligence community.

“I went back over the intelligence of last week, taking a look at what we knew and when we knew it about ISIS and its movements inside of Iraq and Syria,” Brennan said in an interview on CBS’ Face the Nation. “We saw a growing strength.”

He attributed ISIS success to “a lot of factors” on the ground that came into play, in particular the lack of leadership in some Iraqi units and logistic support needed to fight extremists.

While the Iraqi troop’s failures could have looked as a “lack of a will to fight,” Brannan says in fact “there has been a fair amount of intelligence about the growing capabilities of ISIS as well as the challenges that beset the Iraqi government.”

Italian pilot killed in horrific 2-plane collision ahead of airshow (VIDEO)

One pilot has died after two planes collided in flight before the start of a local airshow on the beaches of Tortoreto on Italy’s Adriatic coast. The crash happened on a sunny day as families gathered for a fun day out at the beach.

The incident took place just ahead of Frecce Tricolori airshow when two member of the QBR, "Goodfellas", amateur sports team were performing stuns in their two-seater propeller planes. The airshow scheduled later for Sunday was canceled.

“We saw two planes flying at low altitude and not very fast. When they clashed we heard a bang and within seconds they had fallen into the sea, not far from the shoreline,” Marco Valenti told local news.

According to local authorities, a 47- year old pilot from Sienna, Marco Ricci, died in the crash. He was found dead under the fuselage of his plane about 2 kilometers offshore, according to Teramo’s fire department. His body was recovered by divers who first used an air balloon to resurface the plane, before pulling the light aircraft ashore.

The other pilot, Luigi Wilmo Franceschetti, 43, performed an emergency landing on the beach and managed to survive. He has now been hospitalized with only minor injuries. An investigation has been opened into the crash, the Flight Safety Agency (ANSV) , deputy prosecutor of Teramo, Stefano Giovagnoni announced, adding that the surviving pilot is now a suspect in a manslaughter case.

Controversial provisions of the Patriot Act authorizing government surveillance programs have expired after the Senate failed to vote for an extension. The Senate will reconvene to consider the USA Freedom Act on Monday afternoon.

Lawmakers have debated the possibility of extending the authority of Section 215, that authorizes bulk data collection, and other provisions in the extraordinary Sunday afternoon session. The debate started at 4:00 pm local time, eight hours before the expiration deadline.

The National Security Agency used Section 215 of the Patriot Act as the basis for collecting phone records of Americans who were not necessarily under official investigation. It was also used to track financial data and to obtain companies' internet business records. The extent of the mass surveillance program was revealed nearly two years ago by NSA whistleblower Edward Snowden.

Two other sections that were not extended included the "lone wolf" provision that allowed targeted surveillance of people suspected to be terrorists, but not part of any group. The "roving wiretap" provision allowed the monitoring of a specific person, irrespective of the devices used.

Letting the provisions “sunset” is regarded as victory by those who were against government surveillance programs. Supporters of the Patriot Act, however, said that the programs were of vital importance to US national security.

Senate Democrats, including Minority Leader Harry Reid (D-Nevada) and Patrick Leahy (D-Vermont) called the conundrum a “manufactured crisis” and urged the chamber to pass the House-approved USA Freedom Act.

Republican Senators Dan Coats (R-Indiana) and John McCain (R-Arizona) rejected “rubber-stamping” the House act, however, advocating an outright extension of the existing provisions. Coats argued that the public was “misinformed” about the surveillance, that there had never been any abuses if it, and that losing it would be unimaginable at the time when America's enemies were more dangerous than ever, and wish to “kill us all.

Coats claimed the terrorists were just waiting for a nuclear 9/11, while McCain argued the surveillance had to stay because the “Middle East is literally on fire and we're losing everywhere.”

Senator Rand Paul (R-Kentucky) asked for five minutes to speak, and overcame McCain's objections to do so.

We're not collecting the information of spies. We're not collecting the information of terrorists. We're collecting the information of Americans, all of the time,” Paul argued, reminding the Senators that Section 215 was ruled illegal by a federal court, and therefore extending it would be wrong.

Paul blocked an effort by Majority Leader McConnell to vote on extending the two provisions of the Patriot Act unrelated to Section 215, the “lone wolf” surveillance and the “roving wiretaps.” That left McConnell with having to call for a cloture vote on passing the House's USA Freedom Act.

That vote succeeded, with 77 for and only 17 against. What followed was a re-run of Paul's May 20 filibuster, with the Kentucky senator speaking till almost 8 pm, then ceding the floor to two like-minded Democrats, Ron Wyden of Oregon and Martin Heinrich of New Mexico.

"Some people are secretly hoping for an attack, so they could blame it on me," Paul said, adding that he nonetheless believed one could oppose terrorism without violating the Constitution.

Wyden and Heinrich spoke until after 8:00pm, past the time the NSA said it would be possible to continue the surveillance without interruption if the Senate re-authorized it. At that point, the temporary shutdown of the surveillance became irreversible, at least until a new law is passed.

Senator Dean Heller (R-Nevada) told reporters that Edward Snowden's revelations absolutely played a role in the debate.

I think it played the same role for me as it did for most of the American people, who were surprised and stunned that the government had this sort of access to this kind of data,” Heller said.

The Senate adjourned at 9:45pm local time Sunday, and would reconvene on Monday afternoon to consider the USA Freedom Act. Until then, the NSA's metadata collection will be on hold.

Russian, S. Ossetian leaders to discuss prospects of bilateral ties — Putin’s spokesman

MOSCOW, June 1. /TASS/. President of Russia Vladimir Putin will hold bilateral talks with his South Ossetian counterpart Leonid Tibilov on June 1, Russian presidential spokesman Dmitry Peskov said without specifying the agenda of the meeting.

"The president [Putin] has talks on Monday with President of South Ossetia Leonid Tibilov," Peskov said.

The Kremlin press office reported on Sunday that "During the talks at the highest level, the sides plan to discuss the prospects of bilateral relations, including the issues of implementing the Treaty between the Russian Federation and the Republic of South Ossetia on Alliance and Integration of March 18, 2015."

On March 18, Russian President Putin and his South Ossetian counterpart Tibilov signed in Moscow an alliance and integration treaty aimed at establishing closer cooperation in social, economic and humanitarian spheres, as well as on foreign policy, defense and security, while retaining the state sovereignty of South Ossetia. The signed treaty has an expiration period of 25 years and is subject to extension for 10 more years.

In line with the treaty, Russia undertakes the responsibility of ensuring defense and security of South Ossetia and protecting the country’s borders. The treaty also envisages the establishment of a common defense and security space between Russia and South Ossetia, as well as of free border crossing between the neighboring states, taking into account restrictions in place for security concerns.

Georgian Prime Minister Irakly Garibashvili said in mid-March that his country’s authorities considered the signed treaty between Russia and South Ossetia "illegitimate."

Late last year Russia signed a similar document with Abkhazia, the other former Georgian republic. President Putin and his Abkhazian counterpart Raul Khadzhimba signed the Treaty on Strategic Partnership in Russia’s Black Sea resort of Sochi on November 24, 2014.

Russia recognized independence of former Georgian republics of Abkhazia and South Ossetia in August of 2008. The two young nations had been de facto independent for more than fifteen years before that.

Russian observers to hold inspection flights over Britain, Northern Ireland

MOSCOW, June 1. /TASS/. A group of Russian military inspectors will make observation flights over the territories of Britain and Northern Ireland within the frames of the Open Skies Treaty starting on Monday, a high-ranking Russian military official said.

Ruslan Shishin, an acting head of the Russian National Centre for Reducing Nuclear Threat, said that Russian inspectors will make observation flights over the territory of Britan and Northern Ireland between June 1 and 6, flying Russian reconnaissance aircraft Antonov An-30B.

He added that the flights would be conducted along earlier agreed routes and specialists from the United Kingdom on board the aircraft will accompany the Russian inspectors controlling the use of surveillance equipment as well as observation of the treaty’s provisions.

This will be the 16th inspection flight of the Russian military observers over the territories of the Open Skies Treaty member states. The 2,400 kilometers (almost 1,500 miles) flight will begin from the RAF Brize Norton airfield.

The Open Skies Treaty was signed in 1992 and currently boasts 34 member states. The treaty entered into force in 2002. Surveillance flights are conducted over Russia, the United States, Canada and European countries.

The key tasks of the treaty are to develop transparency, monitor the fulfillment of armament control agreements, and expand capabilities to prevent crises within the frames of the Organization for Security and Cooperation in Europe (OSCE) and other international organizations.

In Russia, Sincere Backlash Over Satire Article on 'U.S. Invasion of FIFA'

Popular American satirist Andy Borowitz appears to have fooled the Russian government's official newspaper into believing that U.S. senator John McCain has sincerely called for a military invasion of FIFA, football's governing body.

"We must make FIFA taste the vengeful might and fury of the United States military," Borowitz "quoted" McCain as having said. The latter then supposedly roared: "I will follow Sepp Blatter to the gates of hell," with reference to FIFA's scandal-mired, newly re-elected president.

Borowitz writes a regular satirical column for American magazine The New Yorker. He often spins current events into humorous and often bizarre tales of fiction meant purely for entertainment.

In Thursday's edition, Borowitz wrote that McCain had called on the United States to resort to military action to "dismantle and destroy" FIFA, which has been entangled in a corruption scandal that flared up last week.

At the request of the U.S. Department of Justice, Swiss authorities launched an investigation last week into criminal mismanagement and money laundering among FIFA's top officials, some of whom were arrested.

Apparently failing to see the humor in the scenario, Russian state newspaper Rossiiskaya Gazeta published an opinion piece saying that the statements attributed to McCain attested to the United States' blatant disrespect for international law.

Rossiiskaya Gazeta's reaction, penned by Vladislav Vorobyov, cited the same McCain "quotes" featured in Borowitz's piece, arguing that these statements demonstrated that the United States was ready to bomb "any place on the planet" and that American politicians had lost touch with reality.

"It would be interesting to see who he [McCain] would order to bomb if he had real power," Vorobyov wrote. "Football stadiums? The offices of football officials in prestigious quarters of European capitals? Would all balls be sent to secret CIA prisons?"

As of Sunday, Vorobyov's article was still available on Rossiiskaya Gazeta's website.

Last week, President Vladimir Putin accused the United States of meddling in FIFA's affairs and hinted that its corruption investigation was an attempt to prevent Russia from hosting the 2018 World Cup.

Say No on World No Tobacco Day

May 31 is World No Tobacco Day 2015. There are five main objectives, aiming to inform the public about the criminal nature of the tobacco trade as well as underlining the health risks and reminding people of the harm that taking up smoking as a habit can do. Why not just say No on No Tobacco Day?

The United Nations Organization's campaign for World No Tobacco Day 2015 focuses on the following five points:

1. Raise awareness on the harm to health caused by tobacco products

2. Show how health warnings are undermined

3. Demonstrate the illicit trade of tobacco products

4. Show how criminal groups profit

5. Promote the "Protocol to eliminate illicit trade in tobacco products"

The decreasing cost of tobacco products mean they are becoming available and affordable to youth and poor-income groups, rendering these more vulnerable; the trade in illegal products reduces the effectiveness of pricing to dissuade people to smoke and images on packets to deter smokers; this illegal trade is translated into huge fortunes for criminal groups which engage in other activities such as human trafficking, terrorism, arms and drugs.

According to the UN Fact Sheet on Tobacco, use of tobacco products kills 50 per cent of those who smoke. The figure is six million people each and every year - over five million die as a direct result of smoking and over half a million are passive smokers. Experts predict an increase to eight million deaths by the year 2030.

One in seven people smoke - there are one billion smokers worldwide. One in ten adult deaths is caused by smoking. One person dies every six seconds because of tobacco use. Half of those smoking today will die because of their habit.

Around 80 per cent of smokers are from low and middle income countries, meaning the economic effect is heavier, as families lose income, health care costs spiral and the economy in general suffers.

Children harvesting tobacco get ill, contracting green tobacco sickness. Tobacco use killed 100 million people in the twentieth century. There is a delayed reaction between use and death meaning we are looking at the tip of the iceberg today. It is estimated that this century, one billion people could die from tobacco use.

Tobacco smoke has no less than four thousand chemicals. 250 of these are harmful. Over fifty of these cause cancer. Smokers are killing those around them - second-hand smoke inhalation causes coronary heart disease and lung cancer. In children, it can cause sudden death. 28 per cent of second-hand smoking deaths were children (2004).

 Say No! Ask yourself whether you need to smoke to be happy, if you need a substitute for your mother's nipple sticking out of your mouth to be adequate in social situations and whether you can be happy being a non-smoker, and feel free from tobacco, free from the need to fill your mouth, throat, lungs, stomach and intestines with toxic substances which can cause cancers from the lips down to the rectum.

No smoking, no dependency. No dependency, freedom. Once you have worked it out in the mind, you will not feel any symptoms. Quitting is easy. Do it.

Helping hand: RT launches website with channel’s charity projects

RT has launched a website dedicated to our crowd-funded charity projects for orphans and children in need, which have been growing since the creation of the channel. One of the organizers, Tina Berezhnaya, shared the details.

The new website is dedicated to RT’s charity projects and our friends in charitable organizations, as well as to funds which RT staff contribute to, for causes such as children in need.

The channel’s employees have their own project, helping two care homes for disadvantaged children in the Tula region which has been ongoing for the past nine years. Many of our staff help at an orphanage for newborns and toddlers in Moscow and our colleagues volunteer in other projects.

“We help those who cannot help themselves, those who cannot fight for their rights. Orphaned children and children in difficult situations who have to live in care homes, we feel, need our help the most,” said Berezhnaya, IT Adviser to the CEO at RT, and both an organizer of the charity projects and active participant.

“Our colleagues also volunteer in other charity organizations such as “Give A Life” (“Podari Zhizn), and many are active donors,” she added.

As RT is financed by the state budget, all of the projects are crowd funded, she explains. RT does not have a charity fund as such and thus do not spend a single ruble on organizational work.

“Our colleagues donate from their own incomes, and some of them create fundraisers that bring noticeable sums.”

RT always welcomes volunteers to help collect the necessary items as well as to organize activities and trips.

“We have people bringing theatrical programs and professional workshops to the orphanages, and the children love them!”

One of the latest fundraisers was launched by the host of RT’s ‘In the Now’ program, Anissa Naouai, in February. The ongoing GoFundMe project urges support for Our Sunny World, which helps children with autism.

In another campaign, several years ago, Charlotte Lomas-Farley who used to work for RT ran a half-marathon for the cause, Berezhnaya said adding that the money she raised was used to renovate the dining room for children in Gvardeyskoy, Tula region, and buy new furniture (tables and chairs) for the dining area.

“A lot of people outside of RT know about our charity project and help: A publishing house in Moscow regularly donates tons (no exaggeration here, tons – one of the shipments was almost 6 000 kilos!) of soap and shampoo, helps with craft supplies, and cooking utensils,” she said.

Speaking about how the project came to life she said the idea came to her and her colleague Alena Topolyanskaya in early December 2005, just before the first RT channel was about to launch.

“I had a conversation about making the holiday season truly festive by giving to those in need,” she said.

“And I instantly though abut an orphanage where my family was giving clothes and books when I was still in school – the Yasnaya Polyana orphanage in Tula region, about 100 miles south of Moscow.”

“We called them, asked about their needs, and by Christmas we had already gone there with presents. The company grew, and we soon realized we can help more than one care home – we have become friends to the rehabilitation center for children in difficult situations in Gvardeyskoye village, also in the Tula region.”

Russian diplomat: Europe beginning to see that anti-Russian sanctions are blind alley

MOSCOW, May 31. /TASS/. Europe is beginning to see that anti-Russian sanctions is a path to nowhere, Russian foreign ministry’s human rights envoy Konstantin Dolgov said on Sunday.

"The European Union’s impotent rage about absolutely justified response measures of Russia demonstrates that Europe is growing aware that anti-Russian sanctions are a blind alley," he wrote on his Twitter account.

On May 30, a top-ranking source in the Russian foreign ministry said the ministry had referred a blacklist of 89 persons, who had been banned to enter Russia, to diplomatic mission of the European Union countries. "We would like to refrain from comments on the names of people who were barred from entering the Russian Federation, although [their surnames] appeared in some media outlets," the source said. "At the same time, we confirm that such lists have been handed to our European partners."

Restrictions on entry to Russia have been introduced exceptionally as a reciprocal step to the EU actions, he said. "An answer to some European countries demanding to explain why these names have been put on the lists of persons banned from entering Russia is quite simple - this was done as a response to a sanctions campaign unleashed against Russia by some Germany-led countries of the European Union," he said commenting on the reports that certain European capitals had demanded explanations from Moscow over the blacklisted personalities.

Saakashvili has he has no ambitions for premiership in Ukraine

KIEV, May 31. /TASS/. Georgia’s former President Mikhail Saakashvili, who has recently been appointed governor of Ukraine’s Odessa region, said on Sunday he did not plan his new position as a stepping stone to the Ukrainian prime minister’s office.

"Stuff and nonsense! I have no political ambitions in Ukraine," he told the 112 television channel. He said he wanted to return to Georgia to take part in political processes in his homeland after the "Odessa project."

"When I am successfully through with this project in Odessa… When it is over, well, it cannot be over… When we develop it I will be glad to return home to Georgia to continue my Georgian activities," he said.

Saakashvili said his deprivation of the Georgian citizenship would not keep him from returning to his homeland.

"Even if Georgia’s current president takes a decision to deprive me of Georgian citizenship, it will not be an obstacle for my future return to my homeland, for by the moment of my return to Georgia the nation itself will take a decision to revoke my deprivation of citizenship and to abandon criminal cases against me," he said in an interview with the Tbilisi-based Imedi television company. He did not say when he would return to Georgia but noted "it will happen much earlier than some might think."

In late 2014, while in Kiev Saakashvili said he would return to Georgia in 2015.

On May 30, Ukraine’s President Pyotr Poroshenko appointed the former Georgian president governor of the Odessa region and granted him Ukrainian citizenship.

Saakashvili was Georgia’s President from January 2004 to November 2013. He left his country in mid-November 2013, days before the expiration of his presidential term and the inauguration of President Georgy Margvelashvili on November 17, 2013. After his departure from Georgia, Saakashvili stayed in the United States and Ukraine. In recent months, he has been in Kiev working in the rank of the International Reform Council chief. On May 30, Ukraine’s President Pyotr Poroshenko appointed Saakashvili governor of the Odessa region and granted Ukrainian citizenship.

Georgian prosecutors brought several charges against Saakashvili in 2014. Thus, he is charged with the crack down on peaceful demonstrators on November 7, 2007; illegal intrusion into the building of the Imedi television channel; illegal acquisition of property belonging to businessman Badri Patarkatsishvili; the organization of an armed attack on deputy Valery Gelashvili in 2005; the cover-up of a crime and falsification of investigation into the 2006 murder of banker Sandro Girgvliani; the misappropriation of state funds in 2009-2012. Saakashvili was put on a police wanted list in Georgia. Later, Georgia’s Prosecutor General’s Office asked Interpol to issue an international warrant for his arrest. Saakashvili however says these charges are ungrounded.

Church of England in crisis as UK sees more atheists and Muslims, study says

A new survey on British social attitudes shows that the Anglican Church lost 4.5 million followers over the last decade, while people who say they have no religion account for half the population and the number of Muslims now stands at 5 percent.

The findings from NatCen’s British Social Attitudes survey released Sunday show a dramatic shift in religious beliefs in the UK over the past ten years.

While the Church of England has been in decline for the last 30 years, the past decade showed a massive acceleration in this trend and the number of Anglicans in Britain now stands at just 8.5 million or 17 percent of the population. It used to be 40 per cent in 1983.

The former Archbishop of Canterbury Lord Carey voiced concern over the figures.

“These figures are a call to urgent mission. I have no doubt at all that the Archbishops, together with the whole leadership of the Church of England, are doing all they can to reverse this trend," he said as quoted by UK media.

Islam has seen the biggest growth up from half a percent of the population in 1983 to 5 percent in 2014. Overall the number of people who said they belonged to a religion that was not Christian was up from 2 percent in 1983 to 8 percent in 2014 but the biggest group of the UK population is atheists who account for 49 percent.

However, other Christian religions have remained stable. Catholicism, Methodists and Presbyterians, for example, remain at a similar level to that of 1983. Catholics constitute 8 percent and other Christian religions together constitute17 percent.

Naomi Jones, Head of Social Attitudes at NatCen Social Research said in statement that the main explanation for the decline was “generational displacement”.

“Each generation is less religious than the next so as older generations die the overall population becomes less religious,” she said.

She pointed out that within Christian denominations, it was only the Anglican Church, which was continuing to decline and that immigration may be part of the explanation for this.

“The numbers of Catholic and non-Christian people in Britain may have been supplemented by migrants with strong religious beliefs,” she said.

She also said that fewer and fewer people see being a Christian as an important component of being British.

Indian prime minister to visit 5 Central Asian states in July

NEW DELHI, May 31. /TASS/. Indian Prime Minister Narendra Modi’s plans for July include, along with attending summits of the Shanghai Cooperation Organization (SCO) and BRICS in Russia’s Ufa, visits to five Central Asian states, including Turkmenistan, Kazakhstan and Tajikistan, Indian Foreign Minister Sushma Swaraj said on Sunday.

"When the prime minister will go to Ufa for a BRICS summit, he will pay visits to five Central Asia countries," she said.

A source close to the foreign ministry told TASS that the programme of the visit was being agreed at the moment. The trip might be broken down into two parts - before and after the summits, the source said. "A visit to Kazakhstan has preliminarily been appointed for July 7," he said, adding that exact dates would be announced as soon as the programme of the visit was agreed.

India’s former Prime Minister Manmohan Singh visited Uzbekistan and Kazakhstan. His predecessor, Atal Bihari Vajpayee (1998-2004), visited Kazakhtsan.

Summits of the Shanghai Cooperation Organization and the BRICS (an acronym standing for Brazil, Russia, India, China and South Africa) will be held on July 8-10.

Search for missing Yugra vice governor suspended until dawn

YEKATERINBURG, May 31. /TASS/. Search operations for a Siberian vice-governor who went missing after falling into the water during a boat trip will be suspended after dark to be resumed at dawn, a spokeswoman for the regional department of the Russian emergencies ministry told TASS on Sunday.

Vitaly Yermoshin, vice-governor of the Khanty-Mansi Autonomous Area known as Yugra, went missing after falling overboard at the 1,160th kilometer of the Ob and Irtysh River confluence during a boat trip on Saturday.

"A round-the-clock post has been set up at the river bank from among local residents, rescuers and policemen," she said, adding that by the dusk some 20 kilometres of the river banks had been surveyed with the help of sonars and a drone but to no avail.

The press service of the Yugra governor told TASS Yermoshin had heart problems and might have felt sick. The Urals transport investigation department of the Russian Investigations Committee launched a pre-investigation check. The Yugra governor, Natalia Komarova, has been informed about the accident.

Italian foreign ministry wants Russia to explain criteria of entry denial

ROME, May 31. /TASS/. Italy wants Russia to clarify the criteria it uses when banning European citizens to enter the country, the Italian foreign ministry said on Sunday.

"It is absolutely unclear which reasons and criteria are used to make this blacklist. Hence, it hinders the resumption of dialogue between the European Union and Russia Italy has been insistently standing for," the ministry said.

According to western media, a blacklist of 89 persons has been referred by the Russian side to a number of European diplomatic missions in Russia. On May 30, a top-ranking source in the Russian foreign ministry confirmed these reports.

"We would like to refrain from comments on the names of people who were barred from entering the Russian Federation, although [their surnames] appeared in some media outlets," the source said. "At the same time, we confirm that such lists have been handed to our European partners."

He reminded that Russia had recommended that before planning visits to Russia citizens of those countries which imposed sanctions on the Russian Federation should contact Russian consular services to make sure they were not banned from entering the country. "However, our partners preferred not to do so and asked to notify them through diplomatic channels," he said. "So, the above-mentioned lists were sent to them."

"[The lists] were handed to our European partners as a gesture of trust and their publication may weigh on the conscience of corresponding sides," he said. "Just one thing remains unclear: did our European co-workers want these lists to minimize inconveniences for potential ‘denied persons’ or to stage another political show?" he said.

The Georgian president has said his fugitive predecessor insulted his country by renouncing his Georgian citizenship in order to become a governor in Ukraine.

"I do not understand his disgraceful behavior," Georgy Margvelashvili said on Sunday at the Georgian Police Day celebration. "With this decision, Saakashvili insulted our country and the presidential institution. There are values that have to be more important than career, and among them, the citizenship of one's country."

The president's words were echoed by Georgia's Defense Minister Tina Khidasheli, who said Saakashvili "showed everyone his so-called devotion to Georgia," adding "now everyone can see he doesn’t care about the citizenship of his own country."

Mikhail Saakashvili received Ukrainian citizenship under Ukraine's President Petro Poroshenko's personal decree, before becoming the governor of Odessa region on Saturday. Under Georgian law, anyone who receives citizenship of another country automatically loses that of Georgia. The only way to have dual citizenship in Georgia is for a foreigner to apply to the country's president.

Appointing Saakashvili to the post of governor, President Poroshenko said the former Georgian leader was "a friend of Ukraine." In fact, the two have known each other for about 25 years, since university days. Poroshenko praised Saakashvili's ability for "creative ideas" and "putting them into practice."

Saakashvili has backed the current Kiev officials ever since they were among the rioters in Kiev, who eventually overthrew and ousted the previous administration in a coup. During the Maidan rallies and riots, Saakashvili was seen in Kiev supporting the crowds.

In his former home, Saakashvili is wanted on a number of criminal charges, including embezzlement, abuse of power and crackdowns on political opposition. He left Georgia days before his presidential term expired in November 2013 and has been in self-imposed exile ever since.

In February 2015, Georgian prosecutors issued an extradition request for Saakashvili, which Kiev denied.

Sotheby's auction house said it will proceed with the planned sale of the "Evening in Cairo" by the celebrated Russian seascape artist Ivan Aivazovsky. Moscow had earlier said the masterpiece was stolen from a private collection in 1997.

The Russian branch of Interpol urged British police to assist it in blocking the auction, but Sotheby's insisted it had tracked no record of the painting in databases of stolen art, including one distributed by Russia's Culture Ministry. According to the official representative of the Ministry of Internal Affairs, Elena Alekseeva, the painting was stolen from a private collection in the Russian capital.

Praised for his technique to capture sunsets and moonlight, Aivazovsky created his "Evening in Cairo" in 1870. The sought-after painting is due to be sold in London next week, with a pre-sale price estimate of 1.5-2 million pounds ($2-$3 million).

Sotheby's website lists the work's provenance as the collection of N.I. Dedov, who owned the painting at the beginning of the 20th Century. It's believed that in the 1940s "Evening in Cairo" was purchased by Ivan Nosenko, a high-ranking official, who was part of the Soviet elite at the time. After his death in 1956, his widow became the sole owner of the painting.

"Sotheby's offering of Aivazovsky's 'Evening in Cairo' on the 2 June 2015 will proceed with the agreement of both the Nosenko Family and the consignor," Sotheby's said in emailed comments, according to Reuters.

In 2012, Aivazovsky's 1856 tour de force “View of Constantinople and the Bosphorus” sold for a record-setting $5.2 million at Sotheby’s, having doubled the estimate.

MOSCOW, May 31. /TASS/. SportAccord President Marius Vizer told TASS on Sunday he had resigned from his post, which he had been holding since 2013.

He said as a SportAccord president he had been focused on fairness and transparency and now leaving the post he hoped some day sport would be a transparent system and a model for society.

At the latest SportAccord General Assembly in Russia’s Black Sea resort city of Sochi in April 2015, Vizer came out with criticism of the International Olympic Committee (IOC) and its President Thomas Bach over IOC development plans and its Programme-2020.

Following it, more than 20 various sports federations quitted the organization.

Set up on April 21, 1967 in Switzerland’s Lausanne, SportAccord Convention back then united 26 sports federations. The organization encourages and facilitates knowledge sharing among members and provides resources and expertise in relevant areas such as anti-doping, integrity, good governance, social responsibility and digital media. SportAccord member federations have initiated a number of regular multi-sport events, such as the World Combat Games, World Mind Games and World Beach Games.

Pro-Kiev forces shell Lugansk Republic 7 times over 24 hours, militiaman wounded

MOSCOW, May 31. /TASS/. The pro-Kiev forces have shelled the Lugansk People’s Republic (LPR) seven times over the past twenty-four hours, wounding a self-defense fighter, an LPR militia spokesman said on Sunday.

"The ceasefire regime was breached seven times from 06:00 on May 30 to 06:00 on May 31. One militiaman was wounded," the spokesman told the LuganskInformCenter news agency.

The Kiev military mostly used grenade launchers, 82-mm mortars and small arms, the LPR militia spokesman said.

The LPR militia also registered 12 instances of 120-mm mortar fire from the Shchastya thermal power plant against a crossing near the village of Oboznoye and the launch of an antitank rocket, the spokesman said.

The Contact Group on the Ukraine crisis settlement signed a document in the Belarusian capital on February 12, that was approved by the leaders of the Normandy format countries comprising Russia, Germany, France and Ukraine. The document stipulated a set of measures for implementing the Minsk accords on settling the Ukraine crisis.

The document, in particular, envisages establishing a security zone at least 50 km wide and the conflicting parties’ obligations to pull back their artillery systems with the caliber of 100 mm and more to an equal distance.

Anti-Russian sanctions damaging for Italian economy - foreign minister

ROME, May 31. /TASS/. The sanctions imposed by the European Union and supported by Italy against Russia are causing damage to the Italian economy, Foreign Minister Paolo Gentiloni said in an exclusive interview with TASS on Sunday.

The Italian foreign minister is arriving in Moscow on a two-day visit on Sunday.

‘The sanctions are equally damaging for those who introduce them and those against whom they are introduced. Naturally, the Italian economy has also suffered from them but it is necessary to consider the sanctions' political significance and not only their economic consequences," the foreign minister said.

The EU sanctions are of reversible nature, he added.

"As soon as the Minsk accords [on the Ukraine crisis settlement] are implemented in full, the EU will be ready to review the restrictions regime," the Italian foreign minister said.

The European Union has lost the Moscow-led South Stream gas pipeline project, in which Italy’s energy company ENI acted as Gazprom’s partner, not because of European sanctions, the foreign minister said.

"On our part, we have always considered that diversification of the sources of energy supplies and the gas and oil pipeline routes is the best guarantee of energy security," the foreign minister said.

Russian President Vladimir Putin announced late last year Russia was abandoning its South Stream gas pipeline project due to the EU’s unconstructive approach and was switching to the implementation of the Turkish Stream project intended to bring Russian natural gas to Europe via Turkey.

The Italian foreign minister said he was confident that Brussels and Moscow would be able to restore the atmosphere of mutual trust and return to the level of relations lost in the past 18 months over the Ukrainian crisis.

The Italian foreign minister said he intended to discuss the Ukraine developments, the situation in Libya and Syria and the negotiation process with Iran during his visit to Moscow, adding Russia remained an important partner with whom it was necessary to interact to resolve these problems.

The dialog between Russia and Italy has never been interrupted, despite the EU’s sanctions, the Italian foreign minister said.

"We’re not speaking about unfreezing because our relations have never been frozen. Despite the sanctions, the channels of dialog and cooperation with Russia have never been disrupted and I’m speaking not only about contacts at the political level but also about cooperation between civil societies and economic partnership," he said.

The format of the Russia-NATO Council, which appeared thanks to Italy’s diplomatic efforts that resulted in the 2002 Rome Declaration, has not exhausted its potential either, the Italian foreign minister said.

"Even in relations with NATO, despite the existence of all restrictions imposed by the alliance, I see certain encouraging signals in the continued contacts at the military level. It has to be hoped that they will be able to serve for at least partial restoration of cooperation that was built in the past 20 years, including with the efforts of the Italian side," the foreign minister said.

HRW: New evidence Saudi-led coalition uses cluster bombs in Yemen

Human Rights Watch has published new evidence alleging the Saudi Arabian-led coalition in Yemen has been using internationally-outlawed cluster bombs. The organization says innocent civilians have been targeted in the raids.

The New York-based organization visited the Saada province in the north of Yemen this month in order to compile its report. Human Rights Watch says it managed to document the use of three types of cluster munitions in the country.

"The Saudi-led coalition and other warring parties in Yemen need to recognize that using banned cluster munitions is very likely to harm civilians," said HRW's senior emergencies researcher Ole Solvang.

"These weapons can't distinguish military targets from civilians, and their unexploded submunitions threaten civilians, especially children, even long after the fighting,” he added.

Human Rights Watch added at least two people injured in one air attack were likely to have been civilians. They have pinned the blame on the Saudi-led coalition because it’s the only party in the conflict using air power.

In a second attack, four civilians were wounded, including a child. Both assaults took place in the northern strongholds, controlled by the Shiite Houthi anti-government forces.

HRW has called on the 10-member coalition not to use cluster bombs in the conflict. It has also urged nations backing the Saudis, such as the US, to denounce the use of the illegal munitions.

Saudi Arabia and the nine other Arab nations, who make up the coalition, have not signed up to the 2008 Convention on Cluster Munitions, which prohibits their use.

Cluster munitions contain hundreds of smaller explosive submunitions that are spread over a wide area. This type of weapon is dangerous because some submunitions aren’t immediately detonated and can lie dormant for decades before exploding. Civilians and particularly children have traditionally been the primary victims of such lethal traps.

This is not the first time Human Rights Watch has alleged the Saudi-led coalition’s use of cluster bombs during the conflict. The organization also alleges the US has been supplying the munitions used to bomb Houthi positions in Yemen.

“These weapons should never be used under any circumstances. Saudi Arabia and other coalition members – and the supplier, the US – are flouting the global standard that rejects cluster munitions because of their long-term threat to civilians,” said Steve Goose, arms director at Human Rights Watch.

According to the World Health Organization, the Yemen conflict, which started in March, has killed almost 2,000 people and wounded 8,000, with hundreds of women and children among the casualties.

And allegations of corruption with FIFA are undoubtedly a serious matter, but far more serious is the clear corruption of international law and all norms of international diplomacy in the way the US has prepared this indictment and organized the arrest of non-US nationals in Switzerland.

And just imagine for a moment if Russia or China had organized arrests of this type. The international backlash would have been off the scale.

So in their attempt to seize control of FIFA and to have Russia stripped of the 2018 World Cup, surprise, surprise… immediately after the arrest took place, these calls came out all throughout Europe, with the call for England to be given the 2018 World Cup instead. They’ve turned Sepp Blatter into a symbol of resistance to their arrogance, because this is not the long arm of US justice we have seen at work here, this is the long arm of US imperialism, and this vote comes as a strong rebuke to that, and it’s a good thing too.

RT: You mentioned England, but why did David Cameron have to weigh in on this?

JW: This has undoubtedly become a political issue. Indeed a geopolitical issue. And it’s clearly been set up to organize the postponement of today’s FIFA congress, and if not its postponement to affect the resignation of Sepp Blatter, or his defeat in the election, which he subsequently won. So this has become a political issue, it’s not about world football anymore and it’s not about corruption, it’s about geopolitics, and this is why David Cameron and other world leaders have weighed in with their demands for Sepp Blatter to resign.

RT:Why did Asia and Africa largely vote for Blatter? Why is he the favorite in that part of the world?

JW: Because they have benefitted enormously during Sepp Blatter’s time at the helm. Football in those parts of the world would not function without the support of FIFA and Sepp Blatter has been a champion of those regions of the world. Helping young people, helping their countries develop their football programs and their tournaments. And that’s why they give him the support that they have.

They understand that this is one of the few institutions that still remains truly independent of the West and every other institution that is in control of the West is measured in the suffering of those continents, whether its economic, political or cultural. This is why they support Sepp Blatter; he has been a champion of football in these underdeveloped regions of the world, and that can only be positive thing. Unfortunately, in the West it’s not seen that way.

RT: The vote may be over, but the corruption probe and the investigation into the World Cups in Russia and Qatar are in full swing. What do you expect to come out of that then?

JW: I don’t expect them to go anywhere. This entire process has been corrupted, so I don’t think that they can reasonably expect justice to be served on this basis. Because what we’ve been given here is a lesson on the way power operates in the world. The US has the right to police the entire world and this has been an absolute disaster for them. And it has backfired. So I don't think any attempts to have the World Cup removed from either Russia or Qatar will succeed. They may have succeeded at some point, but this is not to go the way about it. It is absolutely disgraceful and it speaks of tremendous arrogance on the part of the US and its allies.

RT: What happens now to Blatter as a leader? How do you think he can change people's perceptions of him?

JW: He has obviously been personally affected by the events in the last few days. But what has happened is now a strong divide around FIFA and around his leadership, which has achieved nothing but a separation where they needed unity. Indeed any allegations of corruption must be investigated thoroughly. But it must be in a transparent and just way. This is not justice we have seen take place. And they have turned Sepp Blatter into a symbol of resistance to US power and its attempt to bully the legal process and international law. And it is just one example in many that we have seen in this regard over many years. So they have solidified Sepp Blatter's position and they have certainly solidified Russia's position and Qatar position as hosts of the 2018 and 2022 World Cups respectively.

RT: Why is the US taking the leading role in the probe into the affairs of what is an international body?

JW: Well in the US soccer is a growing sport. It is the most popular sport played among kids in the US. And of course the US lost the bid for the 2022 World Cup. So I wonder if it had anything to do with their motives in seeking the arrests of these officials. There is massive, massive money involved in the World Cup. It is the biggest sporting event in the entire world, with huge advertising revenues, huge television revenues. And any country that wins the right to host a World Cup can expect bonanza in terms of money and the growth in the economy. So every country wants to host the World Cup. But it has to be fair. And the US has held the World Cup in 1994. Sepp Blatter has been very instrumental to make sure the World Cup moves around the world, so one part of the world doesn’t enjoy the benefits of World Cup to the detriment of others. And this is to his great credit. So the US, I think, wants to seize control of FIFA, one of the few, as I've said, truly independent, international institutions. And those who say that sports and politics don't mix, well I think they have a reason to think again given the events of this past week.

PARIS, May 31. /TASS/. US Secretary of State John Kerry was taken to a Geneva hospital after falling off his bicycle and injuring a leg, the news agency France Presse reported on Sunday referring to the US Department of State.

Kerry was riding on Sunday morning in a mountain district in the French department of Haute-Savoie on the border with Switzerland.

AFP quoted a US diplomat as saying that Kerry had apparently broken his leg but his health condition was not a cause for concern.

Kerry held a meeting with his Iranian counterpart Mohammad Javad Zarif in Geneva on Saturday to try to overcome obstacles in negotiations on settling the Iran nuclear issue.

Russian Football Union chief urges change to organization’s ideology

MOSCOW, May 31. /TASS/. The Russian Football Union (RFU) should change its ideology from consumption to development, RFU Head Nikolai Tolstykh said on Sunday.

The RFU chief spoke at the organization’s conference, which had voted to discuss the issue of his early resignation over the organization’s poor financial performance. The Russian Football Union has accumulated debts of 1.4 billion rubles ($27 million).

"In 2014, we approved the strategy of football development until 2020. The Executive Committee endorsed the program in a month and we launched its implementation," Tolstykh said in his report.

‘We have held eight regional conferences. All those present here should change the ideology of consumption for the ideology of development. But what is absent today in the RFU is the irresponsible attitude to spending," Tolstykh said.

The RFU current head also said he would defend his reputation with all available legitimate means but had no illusions about his future.

"I’m not building any illusions. I know that not only the football community could be used for preparing the conference. I’ll struggle not for my office but for my reputation. I’ll struggle with all legitimate means," he said.

"I’m ready to accept any decision. I’ll accept it absolutely calmly," Tolstykh said.

"I understand how the voting can take place and which phone calls you [the conference participants] are receiving," the RFU head said.

Russia’s Football Union chief said he had been discharging his duties "honestly."

"You [delegates] have to decide how to vote. But I’ll fight for my reputation because I see persons in the conference hall, with whom I have nothing to talk about football," Tolstykh said.

The decision to discuss Tolstykh’s dismissal was supported by 307 out of 455 conference delegates, with the required minimum of more than half of the votes.

More than 50% of the participants’ votes will suffice to terminate the RFU chief’s powers early.

If Tolstykh is dismissed, RFU First Vice-President Nikita Simonyan will become the organization’s acting head. In this case, the elections of the RFU’s new head will be held in the next three months.

Tolstykh was elected as the RFU head in September 2012 for a four-year term.

Russian Football Union starts conference in Moscow, may dismiss organization’s chief

MOSCOW, May 31. /TASS/. The Russian Football Union (RFU) gathered for a meeting on Sunday to discuss the organization's work, including the early termination of the powers of its chief.

A decision to include the dismissal of RFU President Nikolai Tolstykh into the meeting’s agenda over the organization’s financial woes was taken by the RFU Executive Committee on April 29.

Aside from Tolstykh’s possible dismissal, the conference participants will discuss eight more issues, including expulsion from the RFU and the admission of new members, a report by the organization’s Executive Committee, amendments to the election procedure to stipulate the possibility of electronic voting, the election of new members to the organization’s governing body, a report by the Control and Audit Committee and elections of the committee’s members.

The early termination of the RFU president’s powers is listed as No. 9 on the agenda. More than a half of the RFU conference participants are required to vote for discussing the dismissal of the organization’s chief.

If the RFU conference considers the dismissal issue, more than 50% of the participants’ votes will suffice to terminate the RFU chief’s powers early.

If Tolstykh is dismissed, RFU First Vice-President Nikita Simonyan will become the organization’s acting head. In this case, the elections of the RFU’s new head will be held in the next three months.

Tolstykh was elected as the RFU in September 2012 for a four-year term.

Ukraine Names Georgia's Saakashvili as Governor of Black Sea Hotspot

Ukraine's Petro Poroshenko has appointed former Georgian President Mikheil Saakashvili to be governor of Ukraine's southern Odessa region, in a surprise move that is certain to raise hackles in Moscow.

President Poroshenko made the announcement on Saturday, standing alongside Saakashvili at a ceremony in Odessa, where he described him as "a great friend of Ukraine." He granted Saakashvili Ukrainian citizenship to facilitate the move.

The security of the Black Sea city of Odessa and its surrounding region has become increasingly worrisome for Ukrainians since a separatist conflict broke out in eastern Ukraine following Russia's annexation of Crimea further along the coast.

Saakashvili replaces Ihor Palytsia, a businessman who was appointed governor in May last year after more than 40 people, most of them pro-Russian sympathisers, died in a fire in the port city during a confrontation with pro-Western demonstrators.

Poroshenko, who is pursuing a course of European integration to take his country out of the Russian orbit, has appointed several non-Ukrainian nationals to government posts including the finance ministry where U.S.-born Natalia Yaresko has taken over.

But this is the first non Ukrainian by birth to be named to head what is in effect a provincial government.
Saakashvili is widely credited with carrying out radical reforms in Georgia and cracking down on corruption during his term in office from 2004-2013.

But the present Georgian leadership has accused him of abuse of power and has asked for his extradition. He denies any wrongdoing and says charges against him are politically motivated.

Like Poroshenko, Saakashvili, whose country fought a brief war with Russia in August 2008, is a strong proponent of NATO and European Union membership for his native Georgia and for Ukraine.

His appointment drew immediate derision in Moscow. Russian Prime Minister Dmitry Medvedev tweeted: "Saakashvili — head of Odessa region. The Chapiteau show goes on. Sad Ukraine ...." The 'chapiteau show' is a Russia way of referring to circus routines.

Poroshenko expressed confidence that Saaksahvili would bring discipline and carry out much-needed reforms in the region. "The people of Odessa should soon feel that their living standards have been raised," he said.

Separately in Ukraine, Kiev's military reported on Sunday that one serviceman had been killed and another wounded in attacks by separatists in the past 24 hours which violated a February ceasefire.

US police shot dead almost 400 people in 5 months – report

At least 385 people ranging in age from 16 to 83 have died at the hands of police across the US this year, The Washington Post revealed. One in six victims were unarmed, mostly black or Hispanic, and officers were charged in less than 1% of cases.

Using a variety of sources, including police reports, local news and one-to-one interviews the publication discoveredthat the daily officer-involved killing rate across the US since the beginning of 2015 stands at 2.6. This number stands contrary to the FBI statistics over the past decade that recorded 400 fatal police shootings a year, or an average of 1.1 deaths a day.

“These shootings are grossly under­reported,” Jim Bueermann, president of the Washington-based Police Foundation, told the paper. “We are never going to reduce the number of police shootings if we don’t begin to accurately track this information.”

In more than 80 percent of the cases the victims were armed at the time of the incident many of which started as minor incidents before escalating into violence. Gun assaults on police topped the list with 221 cases, followed by knives and blades with 68 cases.

However, roughly one in six victims were unarmed and could hardly pose any threat to officers. In 13 cases civilians were killed by cops after mistaking toy weapons for the real thing.

The publication discovered that two thirds of the unarmed people killed by police were either African American or Hispanic. The overall count for both armed and unarmed victims split in half between Caucasians and different minority groups.

In about half of the cases, police were responding to domestic or social disturbances. The other half took place because of the routine duties of patrol officers.

The victims were 16 to 83 years old, with almost a quarter having been identified as mentally ill.

The issue of excessive use of police force, especially against minorities, became heated in the US after a jury in Ferguson, Missouri back in October decided not to indict white policeman Darren Wilson over the killing of a black teenager, Michael Brown.

The situation was then exacerbated in December, when another grand jury declined to indict Daniel Pantaleo for the July death of Eric Garner.

Both instances sparked a wave of protests all across the US and the globe under the hashtag #BlackLivesMatter.

Russian Football Union may terminate its president’s powers ahead of schedule

MOSCOW, Ma y 31 /TASS/. A regular conference of the Russian Football Union will take place in Moscow on Sunday. Pre-term resignation of the union’s president Nikolai Tostykh is part of the agenda.

The executive committee of the Russian Football Union decided to include the question of Tolstykh’s resignation in the agenda at its meeting a month ago because of the union’s unfavourable financial situation. The Russian Football Union accumulated a 1.4 billion rouble (26 749.8 U.S. dollars ) by late May 2015. The conference has the right to accept or change the agenda.

Nikolai Tolstykh was elected president of the Russian Football Union in September 2012 for a four-year term.

"Alongside with the existing shortcomings in the activities of the Russian Football Union in recent years, there have been plenty of positive aspects in its work. As for the difficult financial situation, of which I am being accused particularly often, I will be ready to explain why that has happened. I am even ready to show the direction of some financial flows in Russian football," the head of the Russian Football Union said.

Other items on the agenda will include the election of the last member to the Russian Football Union executive committee; a report of the union’s executive committee, the adopted of new members, changes to election rules in part of electronic voting. The conference is also expected to elect new members of the Control and Revision Commission.

Kislovodsk hosts the opening of Solzhenitsyn museum

KISLOVODSK, the Stavropol territory, May 31 /TASS/. A grand concert took place in the building of the local philharmonic society in the Russian spa city of Kislovodsk on Saturday as part of events devoted to the opening of Russia’s first museum of writer Alexander Solzhenitsyn.

The Museum of Alexander Solzhenitsyn cultural center, a new subsidiary of the Russian State Literary Museum, will open in Kislovodsk on May 31. It will be located in the memorial building of the Gorina Mansion which has reopened after renovation and where Solzhenitsyn used to stay.

Solzhenitsyn’s widow Natalya told TASS prior to the concert that publishers continued publishing Alexander Solzhenitsyn’s books years after they had been written. "His books are constantly being reprinted. We live in capitalism now and they publish only what is going to sell well. His books are published every year. I work with about 12 publishers who constantly prolong contracts with me," Natalya Solzhenitsyna said.

"I am not surprised at all. If life becomes harder and more severe, more and more people are going to read Solzhenitsyn’s books," the writer’s widow stressed.

She is convinced that Russia has preserved its high cultural level. "Though it may seem that culture has been drowned, it’s not true. It’s nothing of the kind. A huge number of people, including young people, are leaning towards something true and genuine. Your philharmonic hall is full but you are not giving any pop concerts here. People read a lot and they are going to read more," Natalya Solzhenitsyna went on to say.

She emphasized that humans and human nature had always been the most important thing for Alexander Solzhenitsyn. That is why his books will always be vital and topical.

"At one time they said that he is the signer of the labour camp theme who has opened this labor camp theme. That is not the point. He always wrote about a person in extreme conditions - be it war, revolution, fatal disease or prison - by using his own experience. He wrote about how a person reacts to extreme situations, and this will always be vital. There will always be diseases, God forbid, revolutions and wars," Solzhenitsyna told TASS.

Events devoted to the opening of Museum of Alexander Solzhenitsyn are taking place in Kislovodsk on May 30-31.

Oklahoma troopers rush to help stranded motorists, shoot and kill one

A flood “rescue mission” turned fatal for one Oklahoma man, who was shot and killed by a state trooper. Police claimed that the man did not want to leave his vehicle, argued and allegedly attacked officers as they tried to get him out of the water.

The incident took place some 20 miles outside of Tulsa when Okmulgee County state troopers came to the rescue of two men trying to save their car stranded at a roadway from rushing water on Friday.

The water levels were rising too rapidly, and the troopers we “worried about them getting swept away,” according to Capt. Paul Timmons who spoke of the incident with the press on Saturday.

“[The troopers] were trying to get them to come out of the water,” Timmons said. “(The men), for whatever reason, were just really upset about having to leave the vehicle there.”

When the two unfortunate drivers got to the dry land, at least one of them allegedly attacked the officers and was shot and killed, AP reports.

“It's not real clear how it all transpired,” Timmons admitted. A weapon was reportedly recovered from one of the suspects, but it remains unclear whether the man fired at the troopers. The second man was arrested for assault and public intoxication. Their identities were not revealed.

Local news however reported the victim as a 35-year-old Nehemiah Fischer, a pastor of a local church, while the second man was identified as his brother.

Meanwhile the troopers did not suffer any injuries. The superiors are due to decide whether the officers should be placed on leave following the incident.

Russian lawmaker: "pathological dislike of Russia" prompts Saakashvili’s new appointment

MOSCOW, May 31 /TASS/. "Pathological dislike of Russia" rather than managerial skills and talents stands behind the appointment of ex-Georgian president Mikhail Saakashvili as the governor of Ukraine’s Odessa region. It is designed to increase and strengthen the anti-Russian course of the Ukrainian authorities, Russian lawmaker Konstantin Kosachev told TASS on Saturday commenting on the Ukrainian president’s latest personnel decision.

Kosachev, the head of the Russian Federation Council Committee for International Affairs, said that the true motives behind Saakshvili’s appointment differed from official reasons (achievements in fighting corruption and facilitating administrative procedures). The more so that his achievements in the post of Georgian president are not so simple and univocal and are openly sad in many cases, Kosachev said.

"A conclusion which is coming to mind is that personal qualities and merits of Mr. Saakashvili were not the main reason behind this personnel decision. It’s his pathological dislike of Russia that was decisive," the Russian lawmaker said adding that Saakashvili’s "bitterness" would "dictate a very tough style of rule" and "would strengthen the anti-Russian course of the Ukrainian authorities which is largely directed against ethnic Russians.

Saakashvili’s appointment as the governor of Odessa region, according to Kosachev, does not fit in into the logic of the country’s unification and departure from the solution of problems by force. "It is a new signal that the Kiev authorities are still aimed at confrontation rather than compromise with part of their own population, which is opposed to the government in Kiev," Kosachev concluded.

A decree on appointment of Georgian ex-President Mikhail Saakashvili as the governor of Ukraine’s southern Odessa region was posted on the website of President Pyotr Poroshenko on Saturday, May 30. Earlier, Saakashvili had been granted the Ukrainian citizenship. Speaking on the appointment, Poroshenko said Saakashvili is "a big friend of Ukraine," and that he expects him to carry out further reforms in the country.

Saakashvili was elected the president of Georgia in January 2004. He left the country in mid-November 2013 - days before the expiration of his presidential term and the inauguration of President Georgy Margvelashvili on November 17, 2013. After his departure from Georgia, Saakashvili stayed in the United States and Ukraine. In recent months, he has been in Kiev working in the rank of the International Reform Council chief.

Georgian prosecutors brought several charges against Saakashvili in 2014, including the crack down on peaceful demonstrators on November 7, 2007; illegal intrusion into the building of the Imedi television channel; illegal acquisition of property belonging to businessman Badri Patarkatsishvili; the organization of an armed attack on deputy Valery Gelashvili in 2005; the cover-up of a crime and falsification of investigation into the 2006 murder of banker Sandro Girgvliani; the misappropriation of state funds in 2009-2012. Saakashvili was put on a police wanted list in Georgia. Later, Georgia’s Prosecutor General’s Office asked Interpol to issue an international warrant for his arrest.

The city of Odessa saw riots on May 2, 2014, during which Right Sector militants (the movement recognised as an extremist organisation in Russia) and so-called "Maidan self-defence" militants from Kiev set ablaze the Trade Unions House, where their opponents had taken shelter, and a tent camp where activists were collecting signatures for a referendum on Ukraine's federalization and for the status of a state language for Russian. The attackers did not let anyone leave the burning Trade Unions House building. Around 48 people were reported dead and 247 injured in the clashes and in the fire in the Trade Unions House.
