Since recently Russian army has officially allowed to own mobile phones for the soldiers. That was great new for them, especially for the soldiers that serve their compulsory draft service. They can use phones one day a week - on Sunday. But since army was not equipped with enough outlets for all those chargers such constructs appear everywhere where soldiers live.
