Russia Jumps Up 20 Spots in Global ‘Doing Business’ Rankings

MOSCOW, October 29 (RIA Novosti) – Russia made significant progress in 2013 toward improving its business climate by climbing 20 positions in the World Bank’s Doing Business rankings, from 112th place to 92nd place.


The World Bank Group's Doing Business 2014 report was launched in Thailand on Tuesday. It presents business data for 189 economies, including information for the first time on Libya, Myanmar and South Sudan.


The authors of the report said Russia was the third among 10 countries that showed the best results in “liberalizing” their economies last year, trailing Ukraine and Rwanda.


In comparison, Russia climbed only eight spots in WB Doing Business rankings in 2012 from 120th to 112th.


The World Bank experts praised Russia, in particular, for achievements in five areas: ease of opening of new businesses, simplified application process for construction projects, simplified registration of property rights, prompt connectivity to electric grid and improvement in global trade procedures.


Russian President Vladimir Putin ordered the government in early 2012 to improve business climate in the country with the goal to move Russia from being the 120th best nation in the world to do business to 50th in 2015 and 20th in 2018.


The Russian Cabinet has so far adopted nine “road maps” on improvement of business climate, which include a total of 520 measures. Four more “road maps” are expected to be ready by the end of 2013.


However, some Russian experts believe that the government could have done much better in implementation of these “road maps” and could have improved the country’s WB rankings to a much higher degree.


According to Russia’s Agency of Strategic Initiatives, the existing “road maps” have been implemented by less than 50 percent.


The WB Doing Business report measures the efficiency and strength of laws, regulations and institutions that are relevant to domestic small and medium-sized companies throughout their life cycle to rank the world's best places to run a business.
