MOSCOW, April 3. /TASS/. The BRICS bloc of emerging market nations has a moratorium on new membership, the Russian Foreign Ministry’s special envoy, Vadim Lukov, said on Friday.
The assembly of Brazil, Russia, India, China and South Africa "has even a moratorium on discussing new candidates," Lukov told journalists, noting that "pursuit of quantity" can lead to trouble.
